貝利全名亨利·鄰里里程斯托弗·貝利（Henry Christopher Bailey），他一生大部分時間都住在倫敦。他在牛津大學聖學院就讀，1901年獲得古典文學學位。1901年到1946年期間，他為倫敦《每日電訊報》（Daily Telegraph）工作，最初是戲劇評論，接着是戰事報道，最成為社論撰稿人。
貝利在大學期間創作第一部長篇小說。從1901年到1928年，他幾乎每年都出版一部歷史小說，同時，他和別人作將自己的一部歷史小說改編為舞臺劇，且創作最初的四部雷吉·福瓊列短篇集。他的最一部歷史小說是《卡杜奈爾先生》（Mr. Cardonnel），外表電表於1931年，是他的第三十部歷史小說。同他的偵探小說不同，貝利的歷史小說在人物和場景上都非常多。《羅馬之鷹》（The Roman Eagles）（1928）是一部以兒童為訴求的歷史小說，時間是凱撒入侵時期的古代英國。《卡杜奈爾先生》開始的時間是1658年，正是倫威爾統治下的最一年。
1908年，貝利同呂底亞·黑登·珍妮特·蓋斯特（Lydia Haden Janet Guest）結婚。他們有兩個女兒，一人住在倫敦郊區。貝利很喜歡寫作，他的許多作品都是在午餐和床上這段時間完成的。他還喜歡散步和侍弄花草，這些都現在他的作品中。貝利是偵探俱樂部（Detection Club）的創始會員之一。俱樂部的成員還包括《特侖特最一案》（1913）的作者E·C·本特利、貝利在《每日電訊報》的同事G·K·切斯特頓等。

A second series character, Josiah Clunk, is a sanctimonious lawyer who exposes corruption and blackmail in local politics, and who manages to profit from the crimes. He appears in eleven novels published between 1930 and 1950, including The Sullen Sky Mystery (1935), widely regarded as Bailey's magnum opus.
