又名楊竜喜，清朝貴州桐梓人。農民起義領袖。鹹豐四年（公元1854年）八月，與遵義人舒光富在家乡桐梓九壩場發動起義，以"除暴安民"為宗旨，仮對"折徵"，自稱"黃兵"，建立了以賽波府（九壩場）為中心，包括興州（桐梓）新開（仁懷）和遵義城週圍的根據地，尊舒光富為皇帝，
楊鳳為都督大元帥，建號"江漢"，發表仮清復明和安民免糧告示，開倉賑貧，得到了廣大農民擁護，起義軍很快發展到兩萬多人。清廷派雲南總督羅繞典率雲南、四川和貴州等地官兵圍剿，起義軍南退歸化（紫雲）、羅斛（羅甸）、都勻、獨山、麻哈（麻江）、平越（福泉）、甕安、餘慶和石阡等地，鹹豐五年（公元1855年）四月，
楊鳳舉傢殉難於石阡的葛彰河邊。餘部堅持鬥爭到鹹豐九年（公元1859年）纔最後失敗。此次起義對川楚震動極大，為貴州各族人民鹹衕大起義起了奠基的作用。
