秃发乌孤（？－399年），十六国时期南凉建立者。397年-399年在位，河西鲜卑人，其父为鲜卑族酋长秃发思复鞬。后凉麟嘉六年（394年），受后凉王吕光封为冠军大将军、河西鲜卑大都统，次年（395年）破乙弗、折掘二部，再受封为广武郡公。后凉龙飞元年（396年）吕光又遣使署征南大将军、益州牧、左贤王，乌孤不受。龙飞五年（397年）叛后凉，自称大都督、大将军、大单于、西平王，改年号太初。明年（398年）改称武威王。太初三年（399年）因酒后坠马伤及肋骨而死，谥武王，庙号烈祖。弟秃发利鹿孤继立。
