禿發烏孤（？－399年），十六國時期南涼建立者。397年-399年在位，河西鮮卑人，其父為鮮卑族酋長禿發思復鞬。後涼麟嘉六年（394年），受後涼王呂光封為冠軍大將軍、河西鮮卑大都統，次年（395年）破乙弗、折掘二部，再受封為廣武郡公。後涼竜飛元年（396年）呂光又遣使署徵南大將軍、益州牧、左賢王，烏孤不受。竜飛五年（397年）叛後涼，自稱大都督、大將軍、大單於、西平王，改年號太初。明年（398年）改稱武威王。太初三年（399年）因酒後墜馬傷及肋骨而死，謚武王，廟號煭祖。弟禿發利鹿孤繼立。
