啓民可汗（？—609年），名染幹，東突厥可汗。
啓民可汗染幹是莫何可汗處羅侯之子，莫何可汗去世後，都藍可汗雍虞閭立，而染幹為突利可汗，居北方。
都藍可汗娶後母為妻，即北周趙王宇文招之女，號千金公主，後改封大義公主。隋滅陳後，隋文帝以陳後主宮中屏風賜大義公主，“公主以其宗國之覆，心常不平，書屏風，為詩敘陳亡以自寄”，文帝知道後不悅，後來擔心大義公主煽動都藍可汗入侵，打算鏟除公主。此時突利可汗嚮隋請婚，文帝派裴矩對其使者說：“當殺大義公主者，方許婚。”突利勸告都藍，後者便殺了公主。
597年，突利迎隋文帝宗女安義公主為妻。隋為了離間都藍、突利，厚賜突利，都藍果怒，於是與隋絶交，並聯盟西突厥達頭可汗合攻突利。599年突利兵敗於塞下，與隋使長孫晟入塞，被隋封為意利珍豆啓民可汗（意思是“意智健”，簡稱啓民可汗），在朔州（今山西朔縣）定居。因為都藍的侵逼，突利遷居於黃河以南，夏、勝二州之間（今內蒙古河套南）。599年底，都藍被部下刺殺。仁壽元年（601年），隋派楊素協助啓民北徵，當時漠北大亂，許多部落歸附啓民，啓民便成為東突厥大可汗。
大業三年（607年），啓民可汗南下榆林（今內蒙古托剋托西南）朝見隋煬帝。大業五年（609年）啓民再往東都洛陽朝見煬帝，同年去世，其子咄吉繼位，是為始畢可汗。
