秦靈公，嬴姓，趙氏，名肅，前424年-前415年在位，秦懷公之孫。
秦靈公逝世時，嫡子趙師隰（即其後的秦獻公）年幼，衹有五歲。靈公的叔父趙悼子以嫡子年幼，便奪位自立為國君，即秦簡公。趙師隰被放逐到隴西河𠔌。
