1348年（贞和4年 / 正平3年）被立为太子，同年10月27日光明天皇退位，崇光天皇继任为北朝第3任天皇。
（生殁年：1334～1398 在位年：1348～1352 北朝第三代）
崇光天皇讳兴仁，其父是光严天皇，其母是阳禄门院三条秀子，身为光严院的第一皇子，兴仁乃是北朝皇统的正嫡。历应元年（1338）八月，五岁的兴仁立坊，成为北朝皇位的第一顺位继承人。
贞和四年（1348）十月二十七日崇光天皇践祚，时年十五岁。先皇光明天皇是崇光的叔父，此时二十八岁正当盛年，出让皇位的原因不明。崇光天皇践祚当日举行了元服礼仪（成人仪式），慌乱失措的情状可想而知，何以如此匆忙行事颇为耐人寻味。天皇交替之后北朝政治依然延续光严院院政的体制。
崇光天皇即位的贞和四年，南北朝之间发生了数个重大的事件。正月五日南朝勇将楠木正行、正时于河内国四条啜战役中不敌室町幕府的高师直、师泰的追剿军，互刺而死。同月末幕府军攻入南朝政府所在地吉野，南朝君臣仓惶逃窜。高师直辉煌的战绩破坏了幕府内部各种关系之间微妙的平衡，此后观应之扰乱中足利尊氏、高师直与足利直义的冲突或可体现平衡打破之后的失控局面。室町幕府内部的激烈纷争不可避免地要对北朝皇位的更替产生影响。
由于观应之扰乱的影响，北朝方内部分崩离析，冲突不断。观应二年（1351）十月，在纷争中失势的足利直义的党羽投降南朝，南朝方在与北朝和睦半年之后，兴兵北上，成功占领了北朝政府所在的京都，俘获光严、光明、崇光三位北朝皇统，宣布废止北朝，是为“正平之一统”。重建北朝成为令足利氏苦恼的难题。
