字馨吾，浙江吳興人。少年入上海廣方言館就讀。1888年戊子科以算學中舉人。1890年隨薛福成出國，任駐英國使館翻譯學生，繼升隨員，三年期滿後任駐美國使館參贊。1896年任駐俄國使館參贊。1902年2月，任代辦使事；同年7月以三品卿銜派充出使俄國欽差大臣。1907年9月，內調外務部右丞。1908年3月任使日本欽差大臣。1910年派兼任海牙國際法院中國委員；5月再度內調升外務部右侍郎；7月遷左侍郎，兼稅務大臣幫辦。1911年10月，任袁世凱內閣外務部大臣副大臣署理外務部大臣。1912年3月底，北京政府任命為稅務處督辦，唐紹儀內閣外交部次長；1912年11月任駐法國公使兼駐西班牙、葡萄牙全權公使。1914年起，專任駐法國公使。1920年9月，任駐日本公使。1922年6月，免職回國待命，改派為毛革改良會會長，三個月後改任外交部太平洋會議善後委員會理事。1926年3月，出任賈德耀內閣外交部總長，兼關稅特別會議全權代表；4月兼署國務總理並攝行臨時執政。1927年1月任顧維鈞內閣內務部總長；6月代理國務總理；11月任平政院院長及高等文官懲戒委員會委員長。1918-1928年四次連任海牙國際法院常設仲裁法院仲裁員。1933年11月24日病逝於北平。終年70歲。

Wellington Koo in January 1927 the Cabinet appointed Chief Minister of the Interior; June Deputy Prime Minister; November Renping Zheng Dean and higher civil service disciplinary committee chairman. 1918-1928 International Court of Justice in The Hague, four re-elected the Permanent Court of Arbitration arbitrator.
