高湝（？－577年），渤海郡蓨县（今河北景县）人，北齐政权奠基者高欢之第十子，曾名义上成为北齐皇帝。
他年少而聪明，天保年间封任城王，后又任司徒、太尉、并省录尚书事。天统三年（567年），任太保、并州刺史，加封正平郡公。当时有一位妇人在汾水洗衣服，有一名乘马人换了妇人的新靴，妇人就只好拿着他的旧靴。而
高湝就召来城外的妇人，展示那对靴之，说：“有一位乘马人在路途上被贼人劫害，遗下此靴，有没有此人的亲属？”一妇人哭诉：“我的儿子昨天穿着此靴去妻子的家！”不久就捕获那乘马人，当时的人认为他十分明察秋毫。
武平年间，迁任太师、司州牧，再为冀州刺史，加封太宰，后成为右丞相、都督、青州刺史。武平五年（574年），青州人崔蔚波夜袭城，
高湝在仓卒之际击退贼人，破崔蔚波的军队。后来拜为左丞相，转任瀛州刺史。后来后主逃至邺时，加封
高湝为大丞相。
安德王高延宗于晋阳称帝时，派刘子昂向他劝说归顺高延宗。但
高湝不听，执送刘子昂到邺。至幼主逃至济州时禅位给他，让位的诏书还未抵达，幼主便被周军俘虏。他与广宁王高孝珩在冀州召募四万多人，攻打周军。当北周齐王宇文宪来伐时，他先遣送降书及大赦诏，但
高湝都丢到井中。战败后，他和高孝珩都被擒。宇文宪问：“任城王，这又何苦呢？”
高湝说：“我是北齐神武帝之子，兄弟十五人，只有我独存，当逢国家灭亡，今日死去，无愧于祖先。”宇文宪十分敬佩，归还他的妻子。快到邺城时，他在马上大哭，跳到地上，血流满面。至长安，他和后主一同被杀。
