劉務桓（？－356年），一作劉豹子，十六國時期匈奴支係鐵弗部首領，為前任首領劉烏路孤之子，鬍夏建立者劉勃勃之祖父。341年（東晉成帝鹹康七年），烏路孤去世，務桓繼立。
務桓繼位後即遣使與代國求和，拓跋什翼犍將女兒嫁給他。又嚮後趙朝貢，後趙則任命務桓為平北將軍、左賢王。
356年，務桓去世，其弟劉閼陋頭繼立。後來劉勃勃稱帝後，將務桓追謚為宣皇帝。
