　　康斯坦丁·烏斯季諾維奇·契爾年科（Константи́н Усти́нович Черне́нко，1911年9月24日－1985年3月10日），共中央總書記、共中央政治局委員、中央書記。
　　
　　1911年9月24日生於俄羅斯西伯利亞拉斯諾亞爾斯邊疆區俄羅斯農民家庭。1931年加入聯共産。年輕時曾給富農當雇工。自1929年起在共青和共産內擔任過多職務。
　　
　　1941年-1943年任拉斯諾雅爾斯地區委書記。從共中央高級校畢業當選為共奔薩州州委書記。1948年被任命為摩爾達維亞加盟共和國中央宣傳部長。
　　
　　1960年-1965年擔任聯最高蘇维埃主席秘書長。1965年以曾任共中央總務部部長；1976年任共中央書記。1978年以來一直是共中央政治局委員。自1966年起任屆最高蘇维埃代，兩次被授予社會主義勞動英雄稱號。
　　
　　安德羅波夫逝世，1984年2月13日任共中央總書記、聯國防委員會主席，4月11日就任聯最高蘇维埃主席主席。
　　
　　任總書記內外政策大繼承前任安德羅波夫的方向。但是當時已經弱多病，此不久健康更加惡化，無法正常履行職務，任總書記13個月即去世。
　　
　　其主要著作為《聯的人權》（Human Rights in Soviet Society）。

　　1960 -1 965 served as the Secretary-General of the Supreme Soviet. CPSU Central Committee in 1965 after the former General Minister; in 1976 he was appointed secretary of the CPSU Central Committee. Since 1978 has been a member of the Soviet Communist Party Politburo. Since 1966, he was appointed representative of the Supreme Soviet of the previous twice been awarded the title Hero of Socialist Labor.
