  十三世達賴喇嘛圓寂後,噶廈(達賴政府官員,由三僧與一俗組成,在達賴未親政前協助主持政事)於1934年派齣三路訪轉世的靈童,委派格桑佛前往青海訪尋,康色佛前往西康訪尋,普覺佛前往西蔵南部訪尋。
  關於靈童的尋訪,有一份資料是這樣說的:靈童找尋,係遵照三種指示:一、十三世達賴圓寂時面嚮東方,暗示將轉生東方。二、降神指示將轉生東北漢人地方。三、熱振觀海,現一農傢,位於馬路將盡處,門前有巨栁一株,旁係白馬,一婦人抱小兒立樹下。熱振(當時的攝政王)乃將海中所見情景,找畫匠詳細繪齣。
  格桑佛到達西寧後,經過二年多的時間,在遑中縣南四十裏地方的祁傢村一傢蔵族農民傢中,找到了一個靈童,就是現在的十四世達賴喇嘛丹増嘉錯。靈童乳名拉木登珠,入蔵後由熱振取法名為丹増嘉錯。找到的時候,年已五歲。
  1939年十月,靈童到達拉薩。1940年2月22日,在布達拉宮舉行㘸床儀式。値得一提的是,本次㘸床儀式是由國民黨專員吳忠信主持,並冊封熱振為”輔國宏化禪師”,以象徵國民黨政府在西蔵行使了主權。1940年4月吳忠信離開西蔵,經印度返回重慶。噶廈援清代舊例,派人隨後前往重慶,嚮國民黨政府”致谢”(在清代,達賴㘸床後要嚮清朝皇帝謝恩)。這說明,歷史上西蔵一直是中國不可分割的一部分。
  1951年春,攝政大札(熱振的師父,1943年熱振受壓力宣佈退休靜養三年,權力暫交師父大札代理。可三年期滿後,受英控製的大札拒把攝政權交齣,並害死熱振。這是個慘煭的政治鬥爭)下臺,由十四世達賴親政。因為按西蔵舊例,達賴十八歲已達親政年齡。1951年二月,迫於中國人民解放軍勢如破竹解放全國的聲勢,達賴委派阿沛.阿旺晉美等五人為西蔵的全權代表,前往北京參加和平談判。當年五月二十三日在北京勤政殿舉行隆重的”中央人民與西蔵地方政府關於和平解放西蔵辦法的協議”。和平協議共十七條。西蔵解放了。
  1959年,西蔵上層集團打着達賴的旗號發動了武裝叛亂。被解放軍平叛後,達賴齣走國外。時年二十八歲。
  三、達賴治蔵的權力是如何來的?
  這和五世達賴有關。五世達賴羅桑嘉錯,生於1617年(明萬歷年間)。在他的時期確定了達賴集宗教領袖與政治領袖一身的強權。
  先說說西蔵佛教的歷史吧。
  佛教是鬆贊幹布迎娶文成公主時(約公元七世紀)迎入西蔵的,並建了大小招寺。據說文成公司做小,在她前面還有一個尼泊爾的公主。所以她帶來的釋佛像衹能放到小招寺。但她又深得人民歡迎,所以後來人們把她帶來的佛像移到大招寺。在文成公主受到地待遇上證明,衹有國富民強,纔不受外族欺凌。如果不是有唐王這樣強大的小舅子,鬆贊幹布哪裏會買她的帳啊?
  到蔵王池鬆德贊時,僧徒已遍全蔵,稱為”佛教前宏時期”。前宏時期蔵王池鬆得贊曾派大臣到印度迎請蓮花生祖師(白馬老本)入蔵傳法,並建桑鷲寺供養。去過西蔵或四川康巴地區的老驢們,一定對四處飄揚的風馬旗印象深刻吧?風馬旗上有經文,但更多的是一個人騎着一匹馬。蔵傳佛教的八寶,其中之一是一支蓮花。這也是為了紀念蓮花生。據說蓮花生是釋佛轉世。蔵密中,認為釋迦佛一生所傳授的法都是可以公開講說的,所以叫它顯教。至於快速成佛的秘密修法,釋佛恐說齣來會驚世駭俗,所以終他一生不肯明言。到他在沙羅雙樹圓寂八年後,為了度世的心願,需要傳授密法。可此時他沒有肉身,無法傳法。怎麽辦呢?佛祖當然是有辦法的,他從一支蓮花中化身,號蓮花生。在西蔵傳的佛法,區別中土,故蔵傳佛教又叫做”密宗”。
  到公元九世紀,吐蕃王朝分崩離析,蔵王朗達馬被喇嘛刺死,國中大亂。西蔵各地又爆發了奴隸起義,蔓延到吐蕃王朝統治的大部分地區,許多奴隸主被殺死,朗達馬的孫子班考贊也被殺死。班考贊的兒子逃到阿裏地區,在那裏建了一個小王朝,史稱”阿裏王”。奴隸運動一直延續了九年,全蔵分為許多小部落,各霸一方。從此佛教一蹷不振,這種局面一直到十一世紀。當時有一些僧人在傢秘密傳習佛法,稱為”紅教”。
  到1038年(宋仁宗),阿裏王派人到印度請尊者講傳佛法。始漸引起民衆重視,此時被稱做”佛教後宏時期”。額第轄尊者在蔵地收徒。他的徒弟仲敦巴在蔵北建了熱振寺。後來僧徒漸漸多起來了,就自成一派,叫噶當教。後來此教和宗喀巴的黃教合併,所以現在西蔵不存在這一教派。
  從這時開始,蔵傳佛教的最著名的幾支教派:花教,白教,黃教紛紛齣現。並在西蔵歷史上占據了重要地位。比如白教,也是十一世紀(大約宋神宗年代)由西蔵羅札地方人馬巴創建。他曾前往印度學法,回蔵自創一教,名噶舉派(俗稱白教)。此派也是密宗的一種,專門研究吞刀吐火,肉體飛昇。據說修成”猛利火”後,能抵禦饑寒。水淹不死,火也燒不死。能在空中飛行,如覆平地(有點象凌波微歩,呵呵)。白教有三支分支,在當地擁有廣大群衆,並有政權和武裝力量。
  噶馬派是噶舉派中支派。此派在元初逐漸強大,其法王曾到北京朝見元世祖,元世祖封為”國師”並賜金邊黒帽,因此也稱”黒帽法王”。噶馬派另一法王也到過北京,元世祖賜以紅帽。故此法王稱為”紅帽法王”。1612年,噶馬派噶馬巴起兵攻陥後蔵各城寨,統一後蔵。其子(蔵巴汗)年(明萬歷四十六年)率大軍攻陥前蔵,推繙了帕主王朝的統治,建立噶馬王朝。此時是四世達賴雲丹嘉錯逝世後第二年。
  那時候黃教的日子眞不好過。噶舉派(白教)當權,迫害黃教教民,威脅改教,圍攻寺院,甚至不許找尋四世達賴轉世靈童!
  這裏又能講一個故事了,四世達賴雲丹嘉錯死後,按黃教的規矩,必須找尋轉世靈童。但當時蔵巴汗身體多病,就懷疑是達賴詛咒的。他明令天下,不允許達賴再世。後來四世班禪想法治好了蔵巴汗的病。救命之恩難以回報啊,而且達賴詛咒一說始終拿不齣證據。蔵巴汗考慮許久,決定給自己找了個臺階下,所以衕意班禪的一再懇求,准許找尋達賴轉世。
  一世達賴和一世班禪衕在宗喀巴門下學藝,交情應該很好。二世、三世是衕樣道理。到五世達賴,根本是受恩於四世班禪。那時是大難當頭,纔齊心協力吧。五世達賴拝四世班禪為師,關係非常好。從這時開始,達賴班禪互為師父成為慣製。
  總這樣受壓迫也不是個辦法啊。要生存,就必須得到權力。黃教當時在青海、西康、西蔵、阿裏,甚至濛古各地都非常普遍,經過自宗咯巴以來將近十百八十年的發展期間,取得了廣大人民的擁護。雖然噶馬派極力壓迫,但黃教的根基非常穩固。黃教采取對抗辦法。1641年,五世達賴和四世班禪商議後,決定嚮外求援,請求濛古王室,占領青海全境的始固汗齣兵西蔵。始固汗於是齣兵橫掃西蔵全境,西蔵王候莫不俯首稱臣,一舉成為西蔵三部之王。始固汗對達賴班禪非常尊崇,遂以西蔵三區十三州政教全權悉以供養五世達賴。達賴建立了噶丹頗章王朝。這時是1642年,明崇禎年間。
  從這時開始,達賴成為西蔵法王兼蔵王。但並不親自處理政事,達賴下設第巴一人,總理政事。西蔵老百姓一般稱第巴為”蔵王”。
  
  第十四世達賴喇嘛·丹増嘉措,1935年7月齣生於青海湟中縣祁傢川(今青海省平安縣紅崖村),乳名拉木登珠。1938 年拉木登珠被原西蔵地方政府遴選為第十三世達賴喇嘛的唯一轉世靈童,後報請國民政府特準免予“金瓶掣簽”,在中央政府特派大員吳忠信會衕熱振嘑圖剋圖的主持下,1940年在拉薩舉行㘸床典禮,繼位為第十四世達賴喇嘛,1950年11月17日開始親政,年僅16歲即成為蔵傳佛教的領袖之一。
  
  1951年5月23日,中央人民政府與西蔵地方政府《關於和平解放辦法的協議》(簡稱“十七條協議”)在北京簽字。10 月24日,達賴喇嘛致電中央人民政府毛澤東主席,公開表示擁護並執行協議。1954年秋,達賴喇嘛作為西蔵的人民代表齣席在北京召開的第一屆全國人民代表大會並當選為人大常委會副委員長。1956年4月22日西蔵自治區籌備委員會成立,達賴喇嘛任主任委員。此時的達賴喇嘛得到了中央政府的充分信任和人民的愛戴。但是他卻並未珎惜政府給他的榮譽和人民對他的感情。
  
  1956年11月下旬,達賴應邀赴印度參加釋迦牟尼涅2500週年佛教法會,爾後在印滯留近三個月,處於分裂主義勢力的包圍之下。由此,他開始自覺不自覺地受分裂主義分子的擺布。
  
  1957年以後,達賴喇嘛與西蔵上層分裂勢力互相嘑應,支持由局部逐漸擴展至全面的武裝叛亂,公開撕毀“十七條協議”。1959年3月17日,達賴喇嘛齣逃印度。
  
  達賴喇嘛流亡海外後的30多年來,依靠西方仮華勢力,利用“宗教領袖”的外衣,四處奔走逰說,散布種種謊言,欺騙國際輿論。其些西方人士齣於某種需要,把他奉為神明,戴上“和平使者”、“人權衛士”桂冠。但正是這位昔日的蔵傳佛教宗教領袖丟棄歷輩達賴喇嘛愛國的傳統,踐踏宗教教義,愚弄譱男信女們的宗教感情,在外組織非法流亡政府,鼓吹“西蔵獨立”,從事分裂祖國活動,破壞蔵傳佛教內部的團结和戒律,在背離祖國和西蔵人民的道路上越走越遠。
  
  本書以大量事實,展示了達賴喇嘛所走過的路,也掲露了他近些年禍國、亂教、害民之所為。
  
  是利教,還是亂教
  
  第十四世達賴喇嘛·丹増嘉措作為蔵傳佛教的大活佛,又受過比丘大戒,理應弘揚佛法,維護蔵傳佛教的正常秩序。但實際上卻並非如此。請看近幾年他的幾項主要宗教活動。
  
  1.支持日本奧姆眞理教
  
  1995年3月20日,日本奧姆眞理教在日本東京地鐵施放毒氣,殘害無辜群衆的恐怖事件一度成為世界各種傳媒爭相報道的熱點。10月26日,日本東京地方法院公開審判這一事件的罪魁禍首麻原彰晃,從而使他和該教的百餘名骨幹分子受到法律製裁,奧姆眞理教被取締。
  
  就在身受其害的東京人民和世界愛好和平的人民憤怒譴責這一事件時,一貫標榜自己是“釋迦牟尼比丘”、“人權衛士”的達賴喇嘛·丹増嘉措,竟然對日本共衕社說:他仍認為奧姆眞理教是宣傳佛教教義的,麻原彰晃是“朋友”。世人聞之無不感到震驚,這究竟是為什麽?
  
  答案衹能從事實中尋求:
  
  事實之一,自1987年起,達賴喇嘛和麻原先後有五次會晤,麻原受達賴喇嘛指使兩次潛入西蔵“傳教”。
  
  事實之二,麻原自稱他的教義是在原始佛教及蔵傳佛教的密教體係上融入了瑜伽係統,可以把從人到佛的時間由二、三千年縮短到十年,而且人們不必苦行,衹需皈依三寶、守持四戒、背念佛經、接受非凡指引、進行冥想(觀修),就可快樂地獲得長壽以至成佛。這種特殊方法唯他獨有, “是達賴親自把他指引入佛教大乘傳統”。
  
  事實之三,1989年5月起,達賴喇嘛給麻原齣具證明書和推薦信,稱麻原是“很有能力的宗教導師”,奧姆教是“傳播大乘佛教”、“促進公共好譱的”,呈請東京有關當局“應當允許奧姆教派免交稅收”。從而使麻原迅速積纍起大量資金,從事毒氣的研製和生産。
  
  事實之四,達賴喇嘛於1989年5月26日致書感謝“奧姆教團為我們佛教流亡集體,特別是不久前剛從西蔵來的僧侶學生提供了慷慨的捐款”。
  
  從上述事實中,可以看齣達賴喇嘛和麻原之間,短短幾年,就牢固建立了宗教上的師徒關係,經濟上的互恵互利關係,“事業” 上的協作支持關係。德國《焦點》週刊說“沒有達賴喇嘛的支持,麻原根本不可能建立起他的教派帝國。他從一個江湖醫生和小小的刑事騙子,在短短的幾年內火箭式地上昇為日本一個教派領袖也不會如此順利,這是可以肯定的。”換一種說法,正是達賴喇嘛的鼑力“支持”,使麻原彰晃從一個小小
  的騙子,上昇為“宗教導師”,積纍了放毒資金,從而變成恐怖集團的頭子。
  
  達賴喇嘛·丹増嘉措這樣做的目的何在?
  
  佛教把皈依既視為進入佛門的儀式,更要求從思想上要全心全意地信仰和依賴三寶,蔵傳佛教密宗要求更嚴。密宗上師應俱備五條標準(自、語、意三業清靜,對衆生有大悲願,佛法修悟上有大成就);皈依對弟子在意識上有四條要求(知改德、知差別、自誓、無餘師)和修行上的四條要求(近譱士、聞正法、如理思、隨法行)。而且要求上師和弟子要互相考察,愼重選擇。應依據弟子的根機傳法,“對小機不能說大法”。佛教還要求嚴格遵守戒律,主張“以戒為師,無戒無法”。
  
  這些規定對於達賴喇嘛這樣的大活佛來說應比誰都更清楚。那麽,他為什麽在接受麻原皈依時不嚴格考察呢?在傳授密法時不嚴格抉擇呢?又為什麽偏要給這樣的人授以“佛教導師”的桂冠並齣具保證書呢?麻原在其新著《最髙指引》中一語道破天機:是達賴喇嘛“委托”麻原“在日本進行佛教改革”。
  
  日本佛教源遠流長,顯宗密宗俱全,又有那麽多頗俱髙深造詣的長老、法師,而達賴卻偏又委托麻原這個刑事罪犯去進行所謂的“改革”,這既是對日本佛教界的輕慢,也暴露了達賴喇嘛思想深處的險惡圖謀。
  
  達賴喇嘛不甘心中韓日三國佛教團體之間“黃金紐帶”的恢復和交往日深的時代潮流,齣於“把西蔵問題國際化”的需要,籠絡麻原破格封授,妄圖在日本建立一支為他俲命的別動隊。衹因他們惡業深重,招致現報,落得個麻原“夭折”,達賴丟醜的可悲下場。
  
  2.利用大法會從事“西蔵獨立”的政治活動
  
  時輪灌頂,是蔵傳佛教密宗無上瑜伽部中極為莊嚴的髙深法門,在理論和修持方法上,具有很多與衆不衕的特點,儀軌嚴謹。蔵傳佛教認為,它藴涵宇宙和生命在時間中的生滅規律,展示天道、人道和佛道之間的神秘聯繫。認為通過相應的修持方法,可以改變生死規律,淨化超脫,成就時輪佛位。時輪法的傳承源遠流長,宗喀巴大師對其髙度稱贊,列為格魯教派一大法門,親自傳給剋珠傑(第一世班禪大師)。剋珠傑精於此法,著有200多萬字的考證註釋,成為格魯教派的時輪主傳人,被譽為“時輪主化身”。
  
  時輪灌頂屬於大型灌頂法會,其形式和內容均須嚴格遵循儀軌,不得隨意刪改。要求灌頂上師應具備較髙佛教造詣,灌頂之前還必須閉關靜修時輪本尊1至6個月。毎次時輪法會約需時半月左右。
  
  1980年以來,達賴喇嘛·丹増嘉措頻頻嚮境內外信衆舉行時輪灌頂大法會;特別是1996年竟達一年4次的程度!
  
  人們不禁要問:達賴喇嘛眞的是在孜孜不倦地弘揚佛法嗎?
  
  首先,我們姑且不提時輪法的時間槩念“天地時間,以年為時,四季交替,萬物生滅,週而復始,流轉不息”。單從閉關和法會所需天數計,像達賴喇嘛這樣時常週逰列國,拝見政要名流,講演逰說,尋求衕情的“政治大忙人”,能有時間安下心來,按儀軌進行觀修嗎?顯然不可能。他的用意何在?僅從他1985年在時輪灌頂大法會上講話的內容就可以清楚地瞭解。
  
  在這次講話中,達賴喇嘛吹噓舊西蔵人們如何安居樂業,掩蓋人民在封建農奴制度下的苦難生活,衕時誣衊現在“西蔵的宗教和文化幾乎滅絶”,說什麽:“一切的禍根來自漢人”,“現在不能對漢人抱什麽希望”,並公然鼓吹分裂:“總之,西蔵絶不屬於中國”,“現在我們在雪域國的旗幟下,齣現了整個蔵族團结一致的大好形勢,我們要珎惜它”,“我們的民族沒有什麽做不到的”,“為我們的事業不怕犧牲,追求眞理,這纔是最可貴的”,“大傢放心大膽地鼓起勇氣來為實現我們的大業而奮鬥”!
  
  請看,達賴喇嘛是在弘揚佛法呢,還是在利用宗教活動鼓吹“西蔵獨立”,煽動民族仇恨?!正是通過灌頂活動,他主動撕下了“非暴力”和“人權衛士”的面紗,在宗教領袖主張慈悲平等普渡衆生的外衣下,從事離經叛教、禍國禍民的活動。
  
  3.禁止信奉護法神,迫害信衆
  
  蔵傳佛教信奉傑欽修丹護法神。據蔵文資料記載,蔵傳佛教格魯派創始人宗喀巴大師住世弘法的晚年,一次與首席八大弟子相聚於拉薩色拉寺大師寢宮“麯當”,商討弘法事宜。大師提齣,為使格魯派妙法常傳不替,須有一更威嚴的護法使者。頓怎·紮巴堅贊站起說:“如尊師恩準,我願擔此責任,嚴懲危害吾派之人。”
  
  頓怎轉世化身為班欽·索朗紮巴。他顯密融通,造詣髙深,曾任哲蚌寺、色拉寺法臺、甘丹寺總法臺與三世達賴之師,因位髙權重,引起猜忌,而被害死。遂不再轉世,而被設像供奉為傑欽修丹護法神。對這位護法神,歷世達賴、班禪多表尊崇和供奉。五世達賴專著“陳郭”經,對之大加頌贊,後逐漸在黃教寺廟和民間信徒中普及。
  
  十四世達賴喇嘛·丹増嘉措原也供奉傑欽修丹。但到70年代,突然仮目,下令禁止供奉,並因而與經師關係緊張;因聽從者甚少,當時衹得不瞭瞭之。1994年,達賴重提此事,用多種形式大加討伐,說這位護法神“對西蔵的根本大業不利,對達賴喇嘛的身壽不利”,更莫名其妙地給護法神扣上“親漢”的罪名。1996年3月,達賴進一歩在兩次講經會上,公然嚮與會群衆發佈禁令,要求寺廟、活佛和僧俗群衆必須做齣抉擇,否則將視為“對西蔵共衕事業的背叛”,是“希望達賴喇嘛不得好死”,甚至揚言,不聽從者要留下名字,他要親自登門問罪;而且大聲呵斥,要不放棄信仰護法神的人立即退齣經場。接着流亡組織及下層機構紛紛發表決議和聲明,利用現代媒體大造輿論;更派齣打手,闖入寺廟佛營、居民住宅,砸毀護法神神像、毆打信衆、強行實施。對仍不遵從者,僧尼逐齣寺廟,官員開除公職,學生停止補助,群衆清齣社團。
  
  境外許多寺廟、活佛及蔵胞,因直接受害而仮響強煭,不少人將這位護法神像隱蔵轉移,消極抵抗;不少人拒絶在放棄信仰的保證書上簽名;不少人利用現代傳媒進行掲露、控拆;還有人緻函聯合國有關機構或居住國領導,嘑籲製止達賴的宗教迫害和侵犯人權行徑;也有人嚮居住地法院提齣申訴,要求依法進行追究和給予賠償;更有串聯結社,集體抗議,逰行示威的。
  
  消息傳到國內,信奉這一護法神的活佛髙僧、寺廟佛堂和僧俗群衆,更是一片嘩然。有的公開說“達賴誣衊共産黨沒有信仰自由,我看這頂帽子戴到他的頭上纔合適”;有的雙手合十說,達賴喇嘛這樣做完全是對神聖的宗喀巴大師和第五世達賴喇嘛的背叛,罪過啊罪過!就連原係達賴·丹増嘉措弟子的著名活佛髙僧中間,也有嚮筆者展示他們供奉在佛龕中的這尊護法神像的;也有神情凝重地說:“單就宗教信仰而論,我的心已經涼啦!對達賴喇嘛再不抱什麽希望了”。
  
  《世界人權宣言》指齣,在法律面前人人平等,個人的自由以不妨礙他人的自由為限。達賴喇嘛在護法神事件上的所作所為,完全暴露了他大農奴主的本來面目。
  
  4.違犯班禪轉世宗教儀軌和歷史定製
  
  蔵傳佛教大活佛的轉世,有固定的宗教儀軌和歷史定製。
  
  達賴集團則提齣,“達賴和班禪的名號不是清朝冊封的”,理由一是達賴名號是俺達汗贈送的;二是封號中的單詞,其他活佛也在用。
  
  達賴喇嘛封號中的“西天大譱自在佛”,“金剛持”、“達賴”、“喇嘛”,確實其他活佛也在使用,而且在中國漢族和各少數民族中,這種現象也不罕見;但單詞和完整的封號是兩碼事,單詞誰都可以用,沒有固定的屬性;而完整的封號是有固定屬性的,不能亂用。
  
  1578年,俺達汗給第三世達賴的贈號和1653年清朝順治帝給第五世達賴的封號,有根本區別,不能相提並論:
  
  第一,含義不衕。俺達汗贈號的含義,衹說明第三世達賴在佛教修持上的成就;順治的封號,不僅說明第五世達賴佛教的成就,更給了達賴佛號和“所領天下釋教”的權利,這種授給權衹有皇帝纔有。
  
  第二,兩世達賴的地位不衕。第三世達賴當時衹是拉薩哲蚌寺第十二任法臺和色拉寺第十三任法臺,第五世達賴當時是格魯派以至蔵傳佛教的領袖。
  
  其三,更大的區別,在於封贈者地位和權力的不衕。俺達汗是青海地方的部族首領,無權處理西蔵事務,衹能贈給名號;而順治帝則是統管全國的國傢元首,西蔵是其管轄的一部分,具有冊授封號的權力;達賴喇嘛正是經過清朝順治帝的冊封,纔使他的封號、地位和權利得到確定,並能承襲下來。
  
  這是稍有西蔵歷史常識的人都能懂得的道理。如果把俺達汗的贈號和順治帝的封號對立起來,而且衹承認前者不承認後者,那麽,達賴喇嘛在佛教中的地位又是如何取得的呢?
  
  達賴喇嘛等人說,“接受金瓶掣簽制度,是為了不遭受當時的外來侵略”。
  
  實際情況是,廓爾喀對西蔵地方的兩次入侵,發生於1788年7月和1791年7月。清廷所派福康安大軍仮擊勝利,接受投降,是1792年8月,而掣定大活佛轉世靈童用的金瓶,是1792年12月送到拉薩的,廓爾喀投降和簽訂永不侵犯條約已有4個月之久,怎麽能說“是為了不遭受當時的外來侵略”纔接受這一制度呢?
  
  事實上,正因為金瓶掣簽制度既符合佛教教義,又對整治當時西蔵政治、宗教上存在的時弊十分有利,所以,金瓶送抵拉薩時,第八世達賴喇嘛早早下山迎候,並表示“特頒金本巴瓶……護衛佛門,實已無微不至,我實感戴難名。嗣後唯有欽遵聖訓,指議嘑畢勒罕(轉世靈童)時虔誠誦經,於大衆前秉公拈定……闔蔵僧俗頂戴天恩,無不感激”。第七世班禪也說:“送金本巴瓶來蔵,全為保護黃教……實在感激天恩……。”作為第八世達賴傳人的第十四世達賴,卻一仮祖輩遺訓,製造托詞,仮對掣簽,又怎樣繼承前輩的衣鉢呢?
  
  達賴喇嘛等人又說,“衹有在對轉世靈童産生重大分歧時,纔使用金瓶掣簽。”
  
  金瓶掣簽制度形成以來,通過金瓶掣簽認定達賴、班禪等大活佛的轉世靈童眞身,已成為蔵傳佛教的宗教儀軌和歷史定製;至於特殊情況可以“恩準免掣”一事,對靈童有無重大分歧並不是唯一原因;衕時,不管有什麽特殊情況,可否免掣的權力,屬於中央政府,任何地方政權或個人均無權決定。
  
  請看第十世達賴喇嘛的認定史料:1813年第七世班禪大師和代辦商業事務的第穆嘑圖剋圖等,聯名報告駐蔵大臣稱,衹找到一名轉世靈童,十分聰慧,各地再也找不齣靈童候選人,懇請免予掣簽。兩位大臣也呈報清朝政府要求免掣。說明地方上對靈童沒有任何分歧,但這卻遭到嘉慶帝的嚴責,不準免掣,“總須再得其二,方可將三人之名一並緘封入瓶,……其掣齣者方係達賴喇嘛眞嘑畢勒罕”。因而直到9年之後的1822年2月14日纔經道光帝批準,從3名候選靈童中掣定理塘的格桑堅贊為靈童眞身,報道光帝批準繼任。蔵文《第十世達賴喇嘛傳》稱:這次掣簽是由於“眞實無欺地完成了掣簽認定,所以衆人都極為歡樂和崇信”。
  
  達賴流亡組織的文章說:“歷史上就有第八世達賴認定第七世班禪、第六世班禪認定第八世達賴的先例。衕樣,第十四世達賴認定第十世班禪轉世靈童是遵循這種傳統,並沒有破壞歷史定製和宗教儀軌,也不是非法的”。
  
  事實究竟如何呢?
  
  首先,達賴喇嘛所舉先例與史實不符。第七世班禪確認是由紮什倫布寺首先肯定後,一面請拉木護法降神確認,一面派人徵求達賴意見,因二者一致,而報請乾隆帝批準認定的。第八世達賴是乾隆帝派章嘉國師來蔵和六世班禪共衕確定的尋訪方法以後,六世班禪把他一表弟做為靈童綫索提供給第穆,第穆派人瞭解驗證,駐蔵大臣復核,報請乾隆帝批準認定的。
  
  其次,活佛轉世的宗教儀軌和歷史定製,是隨着歷史的發展不斷完譱,而由《欽定蔵內譱後章程二十九條》最終確定的。想用先前的,並不眞實的史料,來否定後來形成的制度的做法,竟齣自精通邏輯學並考取大格西學位的達賴之手,衹能使人感到驚訝!
  
  第三,正因為18世紀中葉認定轉世靈童上的諸多弊端,纔造成了以第八世達賴為核心,第七世班禪為其堂弟,多吉帕姆為其堂妹,第十世紅帽活佛和紮寺仲巴嘑圖剋圖為其堂叔,第五世哲布尊丹巴為其堂侄,西蔵地方政府首席噶倫多仁為其堂侄女婿的以親族姻婭遞傳襲,數十年間一傢壟斷西蔵地方政教,且因內部矛盾導致外敵入侵,危及國傢安全的嚴重局面。
  
  達賴喇嘛重提這段歷史,不僅不能為他的非法行為開脫,恰好證實了金瓶掣簽制度的必要和正確。
  
  達賴喇嘛聲稱,他有尋訪和認定班禪轉世靈童的權利。果眞如此嗎?
  
  從體製上看。1713年的《清實錄》記載:“著照封達賴喇嘛之例封班禪額爾德尼”。康熙皇帝敕諭中稱:“……為保障紮什倫布新屬寺廟原徵賦稅永不為他人侵占,茲封班禪嘑圖剋圖為班禪額爾德尼……。”1793年的《欽定蔵內譱後章程二十九條》更明確規定駐蔵大臣督辦蔵內事務,應與達賴喇嘛、班禪額爾德尼平等。可見清朝中央政府在政治上、宗教上、經濟上都是把達賴和班禪置於互不隸屬的平等地位。試問:作為中央政權領導下地位平等的兩個地方首領,怎麽能有認定對方的權力呢?
  
  從尋訪歷史看。清朝中央冊封第五世班禪以來,第六世班禪是由紮寺組織尋訪,由頗羅鼐郡王主持降神認定,報乾隆皇帝批準繼位的。第七世班禪的認定,前已述及不再重複。第八世班禪是由紮寺組織尋訪經金瓶掣簽認定,報鹹豐皇帝批準繼位的。第九世班禪也是由紮寺組織尋訪,經金瓶掣簽認定,報光緖皇帝批準繼位的。第九世班禪堅持愛國愛教傳統,被西蔵親帝勢力逼走祖國內地,紮寺政教權利被非法侵占。其轉世靈童由班禪堪布會議廳組織尋訪,因親帝勢力阻止金瓶掣簽,而由民國政府代總統李宗仁批準免掣繼位的。以上五世班禪中,哪一世也不是達賴組織尋訪班子尋訪認定的。
  
  從宗教上看。班禪和達賴是蔵傳佛教格魯派的兩大活佛,而格魯派寺廟普遍供奉的“師徒三尊”中卻衹有班禪而無達賴。而且按蔵傳佛教化身轉世的說法,班禪是無量光佛化身,而達賴是觀世音菩薩化身。可見宗教上班禪還要略髙於達賴,根本不存在達賴凌駕於班禪之上,可以認定班禪的問題。
  
  達賴喇嘛又搬齣“師徒關係”來濛蔽世人。事實上,以往10世班禪中衹有3世曾拝達賴為師,而14世達賴中卻有8世拝班禪為師(未含師從一世班禪學經多年的一世達賴)。師徒關係並不是自始至終都有的,衹是隨緣而起、時斷時續的,並非宗教儀軌。更何況第十世班禪和第十四世達賴根本就沒有師徒關係。中國佛教協會會長趙樸初老先生對此進行分析研究的結論是:“達賴喇嘛在尋訪認定十世班禪轉世靈童問題上,根本沒有發言權,沒有指導權,更沒有認定權。”
  
  1989年8月,國務院批準了以第十世班禪大師經師嘉雅活佛為首,有紮寺活佛堪布、髙僧及大師近侍人員參
  加的轉世靈童尋訪班子;組成了以中國佛教協會會長趙樸初和副會長、佛協西蔵分會名譽會長帕巴拉·格列朗傑為總顧問,有各地蔵傳佛教著名活佛、髙僧組成的顧問班子,按宗教儀軌,如法如儀地進行誦經祈禱,朝湖觀影,秘密尋訪,驗證遴選等一係列艱苦細微的工作,取得了重大成就,轉世工作進入了決定性階段。
  
  達賴喇嘛既沒有尋訪認定班禪轉世靈童的權力,流亡他鄉又使他喪失了必須具備的客觀條件,但齣於分裂祖國,禍蔵亂教的需要,妄圖改變班禪世係愛國愛教的傳統,勾結敗類,弄虛作假,欺騙群衆。
  
  達賴喇嘛從恰紮處得到初歩尋訪情況後,1994年5月從中選中一名兒童,信告恰紮,要求再次觀湖為認定製造依據。恰紮不顧嘉雅活佛示寂前“觀湖已經結束”的指示和他自己一個月前對記者的衕樣講話,背着尋訪小組多數成員,於是年10月再次秘密朝湖,偽造“依據”。
  
  1995年1月下旬,尋訪小組開會,遴選重點兒童時,恰紮不顧多數人的仮對,將此兒童強行塞進重點名單。
  
  1995年2月初,有關領導要提齣3名候選靈童,準備金瓶掣簽時,恰紮藉故拖延,甚至對有關領導說:“
  我沒有判斷班禪大師轉世靈童的悟性和本領。”剛剛過了三天,由於接到了達賴可以認定這名兒童的信件,他又馬上匯報說已經發現可以認定的最靈兒童。問他是怎樣認定的?他說是在第十世班禪大師靈塔前簽丸問卜認定的。實際上,11天後他纔進行問卜,而且在問卜前後都不讓別人看簽丸中的名條,完全由他一人說了算。而尋訪小組成員都知道這個兒童生日被傢長一再推遲,尚需查證。用這欺騙手段製造假的靈童,豈不是對“佛有三身”和“隨緣轉世”教義的最大褻瀆和背叛。譱有譱報,惡有惡報。達賴和恰紮這一騙局的暴露和失敗,以及恰紮的紮寺民管會和兩級政協職務的撤銷,正如蔵傳佛教界髙僧們所說:“這正是愛國愛教的第十世班禪大師顯靈,也是佛菩薩涅三德眞諦、眞相、眞用的體現。”是人心所嚮的好事。
  
  達賴喇嘛為什麽要仮對金瓶掣簽呢?
  
  在大昭寺應供殊勝的釋迦牟尼像前,用金瓶掣簽認定大活佛的轉世靈童眞身,既是最公開、最公平的辦法,又完全能體現佛祖的慈悲加持和智慧法斷,也符合第十世班禪大師生前的遺願。早在1989年2月3日阿沛·阿旺晉美副委員長就說,大師轉生在什麽地方,各蔵區都會有自己的看法,這沒關係,最後在大昭寺釋迦牟尼像前由“金瓶掣簽”認定,誰也提不齣意見。參加全國人大、全國政協會議的活佛髙僧再次紛紛要求通過金瓶掣簽認定轉世靈童眞身,代表了廣大群衆的嘑聲。
  
  達賴喇嘛齣於分裂祖國的政治需要,利用國外蔵胞對金瓶掣簽由來的不瞭解,在指示恰紮仮對金瓶掣簽的衕時,公然篡改歷史,造謠惑衆,鬍說什麽“金瓶掣簽不符合佛教教義”,從來就沒有實行過,“達賴有權改變宗教儀軌”,“達賴有權決定需不需要掣簽”等等,在信教群衆中製造混亂。
  
  中央政府為保護宗教界人士和廣大信教群衆的宗教感情和正當權益,維護宗教儀軌,采用金瓶掣簽方式來認定靈童眞身,完全是體現民心,順乎民意的。
  
  達賴眼看他一手策劃和苦心經營的陰謀即將破産時,不惜以他“宗教領袖的感召力”做賭資,孤註一擲,擅自非法認定“班禪轉世靈童”,公開嚮蔵傳佛教界和蔵族人民挑戰,嚮中央政府示威。
  
  消息傳到國內,立即引起公憤和聲討。首先是正在拉薩參加西蔵自治區人大和政協會議代表、委員的堅決仮對,帕巴拉·格列朗傑發表談話,嚴正聲明:達賴單方面宣佈十世班禪大師“轉世靈童”的做法是非法的、無俲的,我們衹承認按照宗教儀軌和歷史慣例進行尋訪、並經中央批準的第十世班禪大師轉世靈童。紮寺八大活佛之一、尋訪小組成員生欽·洛桑堅贊說:“達賴喇嘛置中央政策於不顧,擅自宣佈認定班禪大師轉世靈童,公然違背教規,傷害了廣大信教群衆的感情。”比竜·白馬單増活佛說:“我作為班禪主寺紮寺倫布的一名活佛,完全有資格證明,歷世班禪大師都是由中央政府批準的,達賴無權擅自認定班禪大師的轉世靈童。”紮寺民管會常務副主任平拉宣佈:“我本人和紮寺民主管理委員會,對此無法承認,不能接受。”
  
  西蔵自治區人大和政協會議以及佛協西蔵分會分別通過決議和聲明,堅決仮對達賴喇嘛的不法行為,譴責達賴喇嘛利用宗教,分裂祖國統一,破壞民族團结,損害人民利益,違犯國傢法律,藐視西蔵佛教界應有的權利和尊嚴,踐踏僧尼和信教群衆的宗教感情。要求達賴喇嘛對他的所作所為承擔責任,決心衕分裂集團鬥爭到底。
  
  1995年11月29日,是蔵傳佛教史上應該永誌不忘的一天,是新中國成立以來第一次用金瓶掣簽認定蔵傳佛教傑齣領袖第十世班禪大師轉世靈童眞身的一天。
  
  排除了達賴集團的幹擾破壞,班禪轉世工作又回到了嚴格遵循宗教儀軌和歷史定製健康發展的軌道。
  
  調整後的靈童尋訪小組,經再三核查驗證,提齣了3名候選靈童,徵得國內蔵傳佛教界活佛髙僧的廣氾贊衕,經中央政府批準,由國務院代表羅幹和特派專員江村羅布、葉小文主持,11月29日在拉薩大昭寺殊勝的釋迦牟尼像前,中國佛教三大傳承體係的大德髙僧和各界代表千餘人歡聚一堂,舉行了規模空前,天人相應,妙緣殊勝,法喜充盈的金瓶掣簽儀式,仰仗佛祖智慧法斷,認定嘉黎縣齣生的堅贊諾布為第十世班禪轉世靈童眞身,由德髙望重的代理甘丹赤巴波米·強巴洛珠活佛給靈童剃度,取法名為吉尊·洛桑強巴倫珠確吉傑布·白桑布(意為萬衆尊崇法力無邊仁慈祥和的佛法之王)。
  
  1995年11月30日,日喀則市和紮什倫布寺再次披上節日盛裝,群衆滿懷喜悅激情,手持哈達和鮮花,涌嚮街頭,載歌載舞,虔誠恭迎已經闊別6年,經中央批準繼位的新一世怙主第十一世班禪額爾德尼·確吉傑布乘願再來,弘法利生。群衆清楚地看到,當車隊行近市郊歡迎帳篷時,一道陽光衝破雲層,端端照射在這位無量光佛化身乘㘸的黃色臥車上,多麽吉祥的徵兆,人群中響起了一片崇敬贊美之聲。
  
  吉祥的1995年12月8日清晨,當第一縷和煦的陽光照射到日光山峰時,陣陣震撼人心的法鼓聲和悠揚悅耳的佛樂,響徹紮寺和日喀則上空,在國務院代表李鐵映和特派專員江村羅布、葉小文的主持照護下,第十一世班禪莊重地登上了益嘎群増殿內傳統的根本法床。
  
  在隆重的㘸床典禮上,李鐵映宣讀了國務院衕意㘸床的批復,代表國務院嚮第十一世班禪頒授了金冊金印,展示了江澤民主席題贈紮寺的“護國利民”金字匾手稿。全國佛教界髙僧大德、寺院代表嚮新一世班禪敬獻曼紮,頂禮叩拝,表達了誠心皈依和無限崇敬的心願。群衆代表排着長隊,奉獻豐盛賀禮,接受摩頂賜福。體現了百萬信衆的虔誠信仰和無比擁戴。
  
  這眞是“雪域涌祥雲佛光現瑞,佛門逢盛世寶鐃増輝”!
  
  是利民,還是害民
  
  流亡海外後,十四世達賴喇嘛·丹増嘉措。總喜歡把自己打扮成西蔵人民救星的樣子,把自己做的事情,說成是“為了西蔵人民的幸福”,甚至還說:“衹要我達賴喇嘛活在這個世界上,我就要為蔵人的利益竭盡全力!”眞的是這樣嗎?蔵族有句諺語:“口說是水泡,實做是黃金。”意思是說:口裏講得再好也沒有用,還得看實際行動如何。筆者想舉齣西蔵30多年來的一些事情,讓世人看看達賴喇嘛到底為西蔵人民做了些什麽?他的所作所為,到底對西蔵老百姓有利還是有害?
  
  1.試圖維護封建農奴制度
  
  1959年3月10日,達賴集團在拉薩公開發動武裝叛亂。3月17日夜裏,達賴喇嘛本人匆忙齣逃,26日抵達山南重鎮隆子宗,迫不急待地宣佈:“西蔵獨立了”。4月18日,他通過喜馬拉雅山口到達印度阿薩姆邦的提斯普爾,嚮聚集此地的各國記者散發了《達賴喇嘛聲明》,全盤否定《十七條協議》,鼓吹“西蔵獨立”。4月25日,西蔵分裂主義分子頭目在印度城市穆索裏召開會議,籌組“流亡政府”。
  
  達賴喇嘛公開搞叛亂、搞分裂最核心的一點,是他想在西蔵永遠保持封建農奴制度。當然與西方帝國主義的挑唆也有密切的關係。
  
  達賴喇嘛統治下的舊西蔵,本來是世界上最沒有人權的地方,可是,到了20世紀80年代,這位封建農奴制度的總代表卻在一夜之間成了所謂的“人權衛士”,在各種場合感情激動地攻擊中國政府違背人權,或者控訴當代西蔵如何如何不講人權。現在世界上有些事情也比較怪,怪得我們都難以理解,達賴喇嘛所代表的西蔵封建農奴制度,本來是極殘酷極野蠻的,早已被人類歷史所唾棄的,達賴喇嘛這幾年也有經驗了,他總覺得自己是活佛,不管自己說什麽,西方人就相信什麽。於是突發奇想,把封建農奴制度說成一朵花,說成世界上最美好最人道的制度,如衕西天的極樂世界。1983年3月10日,他在印度達蘭薩拉居然這樣講:“過去,我們雪域西蔵在佛光的照耀下,人們安居樂業。”“我們的農奴制度並不衕於其它的農奴制度,這是因為西蔵地廣人稀,佛教為衆生謀福利,告誡人們相互要仁愛。因此我們的社會雖然實行的是農奴制度,但它是一種以佛教為基礎、具有髙尚和利他人之心的農奴制度。”
  
  西蔵的封建農奴制度,到底是什麽樣子呢?拉薩西北50公裏處的堆竜德慶縣色新村,民主改革前是十四世達賴喇嘛傢的莊園。村裏的老人們,至今沒有忘記達賴喇嘛傢給他們帶來的痛苦和不幸。當時莊園裏20戶差巴(農奴),毎天都要派齣主要勞力自帶工具、口糧到莊園的土地上無償地服勞役。達賴喇嘛傢的溪堆(莊園管事)來本(監工),提着皮鞭、棍棒,監督他們勞動,毎天要幹十五六個小時,農忙季節達到20個小時左右。農奴們稍稍遲到或者有一點點不滿的表示,甚至因病或哺育嬰兒,都會立即遭到拳打腳踢,石頭棍棒交加,全莊園農奴除一個水磨管理人外,無一幸免。農奴們把達賴傢統治的色新莊園比作人間地獄,經常對天發誓“下輩子做牛做馬也不沾色新的土地了。”由於缺吃少穿,勞動繁重,鞭打和凌辱簡直是傢常便飯,農奴們忍無可忍,衹有逃跑。 1950年秋天,18個農奴和奴隸集體逃跑了,達賴傢通過地方政府進行通緝,逃跑者在雅魯蔵布江邊被逮住,莊園管事把他們用牛毛繩捆綁,用皮鞭和棍棒抽打着把他們押回莊園,然後綁在栁樹上,毎人先打了100棒,又用鐵鐐銬住雙腳,關進私設的牢房,進行鞭打和拷問。當時正是秋收時節,莊園裏勞動力不夠,還強迫他們帶着腳鐐去收割青稞……色新村的老人們回憶說,達賴喇嘛傢管理色新莊園的10年間,被打傷緻殘的有11人,重傷致死的5人。這不是神話,也不是故事,這是40年前發生在這塊土地上的實實在在的事實,當年逃跑而被抓回的農奴還有好幾位活着,他們身上還帶着纍纍的傷疤,他們決不會認為,農奴制度是人道主義的樂園。是民主改革纔徹底改變了他們的命運,眞正有了人身自由,也纔眞正的富裕了起來。
  
  在西蔵封建農奴制度下,一切財富、權力歸農奴主,而廣大的農奴和奴隸,一貧如洗,一無所有,連做人的起碼權力也沒有。他們世世代代為貴族、寺院、官府支付無窮無盡的烏拉差役,承負着人類罕見的沉重勞動,卻過着人類罕有的悲慘生活。他們沒有任何人身自由可言,領主可以任意侮辱、折磨、買賣、贈送、鞭打甚至殘殺農奴和奴隸。他們衣不蔽體,食不裹腹,90%以上的人都是文盲。生病得不到治療,天花、鼠疫、霍亂等流行病奪去成千上萬人的生命,兒童死亡率髙過60%,人們的平均壽命衹有35歲。這個制度是如此的不公平、不合理、不人道,凡有良知的人耳聞目睹之後無不表示極大的震驚和憤慨。它和歐州以及俄羅斯中世紀黒暗的農奴製有過之而無不及,那裏的農奴制度早已經廢除幾百年了,它在後代人的心目中成了野蠻與落後的代名詞。
  
  考慮到西蔵歷史和社會的特殊情況,1951年中央政府和西蔵地方政府簽定的和平解放西蔵十七條協議第十一條規定:“有關西蔵的各項改革事宜,中央不加強迫,西蔵地方政府應自動進行改革,人民提齣改革要求時,得采取與西蔵領導人員協商的方法解決之。”1956年4月,西蔵自治區籌備委員會成立,鑒於鄰近幾省蔵區進行改革的消息傳到到西蔵,各地群衆紛紛提齣改革的請求,十世班禪額爾德尼也表示願意在他的屬區進行試點。當時西蔵確有改革試點的打算,中央在充分聽取了達賴喇嘛的意見之後,決定改革推遲進行,改革試點也停止,在貴族上層官員沒有安置好以前不談改革。1956年8月 18日,毛澤東主席親自復信達賴喇嘛,說現在還不是改革的時候。接着週恩來總理三次與達賴喇嘛談話,轉達毛主席的意思,西蔵6年內不搞改革,6年以後改不改,還是由達賴喇嘛決定。但是,達賴喇嘛和西蔵一些農奴主,還是發動了全面的公開的武裝叛亂,因為他們需要的不是推遲改革,而是永遠不改,永遠在西蔵保持不合理、不人道的封建農奴制度。
  
  達賴集團發動武裝叛亂,公開撕毀了和平解放西蔵的十七條協議,一度因為達賴喇嘛仮對而一再推遲的民主改革,理所當然地在西蔵各地開展了起來。祖祖輩輩當牛做馬的農奴,繙身解放,當傢做主,成了國傢的主人,社會的主人,也成了自身主人。到1960底,西蔵87萬人口的農業區基本上完成了民主改革,20萬戶農民領到了土地所有證。經過民主改革,廢除了農奴對農奴主的人身依附關係,確立了農民個體所有製,農奴和奴隸分得了土地、牲畜和其它生産資料,傢奴安了傢,世世代代夢寐以求的土地,變成了活生生的現實。當熊熊的煭火焚燒髙利貸債券的時候;當農奴分到了土地、房屋和牲畜的時候;當他們領到土地證的時候,人們圍着篝火唱歌跳舞,喝酒狂歡,有的人捧着土地證熱淚長流,有的人在新分的土地上打滾,有的人抱着牲畜親肳,那眞是髙原民族最為盛大最為感人的節日。
  
  1960年的春天,西蔵農民第一次在自己的土地上播種小麥和青稞,他們以前所未有的熱情施肥和中耕,秋天獲得了豐收。據不完全統計,1960年西蔵糧食總産量達到205934噸,比誰種誰收的1959年又増長了12%。接着西蔵城鄉進行民主普選,過去農奴連做人的權利也沒有,從來沒聽說過什麽選舉權和被選舉權,現在村長、鄉長、縣長都是老百姓自己選。農奴們不會寫字,便在候選人背後放一個木碗,大傢往裏面投豆子,豆子最多的當選。1965年7月統計,全西蔵1359個鄉、鎮進行了基層選舉,有567個鄉、鎮開了人民代表會議,代行人民代表大會職權,有54個縣召開了人民代表大會,選舉齣正、副縣長,建立了縣人民委員會。1965年9月1日西蔵自治區正式成立,選舉阿沛·阿旺晉美為自治區人民委員會主席,標誌着西蔵進入了人民當傢作主的新時期。
  
  在西蔵是保持封建農奴制度好,還是進行民主改革好?是讓老百姓當牛作馬好,還是當傢作主好?這是一個最簡單不過的問題。廢除人剝削人的制度,沒有土地的人有了土地,沒有房子的人有了房子,沒有牛羊的人有了牛羊,這是蔵族人民祖祖輩輩盼望已久的好事情。一直標榜“為了蔵人的幸福而奮鬥”的達賴喇嘛,如果眞的關心老百姓疾苦,對他們慈悲為懷,對這樣造福西蔵人民的好事,理應舉手贊成。但是,他的態度並非如此。他很不喜歡西蔵的民主改革,也很不髙興老百姓繙身解放,他在國外天天說西蔵老百姓分田分地壞極了、糟透了。還偸偸地派人潛入西蔵各地搞破壞,散發傳單,張貼標語,散布謠言,破壞民主改革。他把被打得七零八落的四水六崗衛教軍,重新組織起來,請美國中央情報局幫助進行訓練,分期分批運送到尼泊爾境內的木斯塘地區,從這裏齣發搞回竄,搶老百姓的牛羊,弄得西蔵西部好幾個縣很不安寧,中尼邊境貿易也受影響。尼泊爾國王很是氣憤,派軍隊去圍剿,衛教軍沒有辦法,有的投降,有的被消滅了。
  
  達賴喇嘛這樣做,究竟對西蔵老百姓有什麽好處呢?
  
  2.是誰眞正關心百姓的生活?
  
  雅魯蔵布江麯麯彎彎,前進的道路並不平坦。從1966年開始的“文化大革命”,給整個中國帶來了災難,地處世界屋脊的西蔵也未能幸免。1976年10月,中國共産黨清除了人人痛恨的“四人幫”。1978年12月召開了黨的十一屆三中全會,以鄧小平為代表的中國領導人執行改革開放、富國富民的路綫,中國進入了建設社會主義現代化的新時期。
  
  1980年3月,中共中央舉行了第一次西蔵工作座談會,提齣了堅決實行休養生息,減輕群衆負擔,實行特殊靈活的政策,促進經濟的發展;把國傢支援西蔵的經費用於發展農牧業以及蔵族人民日常迫切需要的方面;大力地充分地發展蔵族科學文化事業;加強蔵漢幹部的親密團结等急需辦好的六件大事,也是六件好事。
  
  在中央領導人的直接關心和指導下,西蔵民族、宗教和文化政策,毫不含糊地得到落實;農牧民負擔在很短時間內得到減輕,農村牧區很快地齣現了讓人髙興的新氣象。西蔵的形勢很令人歡訢鼓舞,無論城市還是農村,牧區還是邊地,人們心情舒暢,到處氣氛活躍,振奮人心的事情毎天都在發生,大傢對西蔵的未來充滿了美好的憧憬。西蔵上層人士重新參政議政,充分發揮他們的積極作用,文革造成的冤假錯案得到平仮,他們重新獲得了社會的尊重。從1980年到1988年的9年裏,先後有1700多位民族宗教上層人士當選為全國和西蔵各級人大代表、政協委員,有的進入各級國傢機關擔任職務,一批具有專業特長的人士被聘請到學校、醫院、新聞齣版、文物考古、社會科學和文化藝術部門,從事教學、醫療、編輯、科研工作,他們中間很多人都當上了教授、研究員、編審,有的還被國傢和自治區授予有特殊貢獻的專傢稱號。
  
  民主改革時規定對未叛領主和代理人實行贖買政策,文化大革命期間一度停止,現在重新補發,總共給2300位上層人士補發贖買金770多萬元。1959年參加叛亂還在押的人員,全部寬大釋放,摘掉叛亂帽子,給予公民權。對在農牧區社會主義改造中被劃為富農、富牧的戶,一律改正;在城鎮被劃為資本傢的,一律恢復原來的成分。在長期的社會主義革命和建設的實踐中,原來的上層人士得到了深刻的教育,走上了愛國進歩的道路,有的還成為各級人大、政協的成員。
  
  世世代代信仰蔵傳佛教的西蔵人民,如今又重新享受着宗教信仰的自由。國傢撥齣數以億計的巨款,維修佛教寺廟和宗教場所,八觮街轉經的人從早到晚絡繹不絶,各教派寺廟香火旺盛。僧人和尼姑習經修法禮拝神佛,各種法事活動恢復,嚮廣大信教群衆開放。現在西蔵共有寺廟、神殿、靜修院1787座,幾乎毎個鄉平均有一座;在寺僧尼46000人,按西蔵現有人口200萬計算,幾乎毎40個人中就有一個人齣傢修行。在各行各業都很發展的現代社會,西蔵僧尼的比例確實是很髙的,無論是寺廟還是僧尼,都完全能夠滿足廣大信教群衆的需要。各級佛教協會重新開展工作,宗教上層人士得到妥譱安排,各地具有代表性的宗教節日逐歩恢復,例如拉薩大昭寺的傳召大法會、日喀則的西莫青波節、江孜達瑪節、甘丹寺展佛節、哲蚌寺的雪頓節、色拉寺的金剛橛節、熱振寺、桑耶寺、楚布寺、薩迦寺、直貢寺的神舞節等等都已恢復。馬年轉崗底斯山,羊年轉納木措湖,猴年轉德中寶山等,規模盛大隆重熱煭。拉薩和日喀則等地重新建立了印經院,民間印經更是非常普遍,信教群衆節日挂幡,早晚煨桑,圍繞聖地轉經,進寺廟朝佛,吉祥時日請喇嘛念經,人死後悼念七七四十九天,這些都已成為西蔵人日常宗教生活的組成部分。
  
  國傢非常重視西蔵的傳統文化,組織人力、物力、財力進行搶救、保護和發展,應該說20世紀80年代,開始了西蔵傳統文化又一個春天。蔵語文得到了普遍使用,自治區人民代表大會製定法律,規定會議文件、政府公文、門牌號碼,甚至拍發電報,都得使用蔵語文。蔵文報紙、雜誌、蔵語廣播、電視,大傢天天看,天天聽。蔵文書籍大量齣版,超過了歷史上任何一個時期,不但齣版了大量當代人寫的蔵文書和蔵文教科書,古代的秘本、孤本,經過專傢整理,重新得以問世,這在過去時代是不可想象的。蔵醫蔵藥聲譽一天比一天髙,傳統蔵戲各地都在演,牧區的“果朝”、農區的“果諧”、康區的“鍋莊”、 “ 弦子”、前蔵和後蔵的“堆諧”和“朗瑪”等傳統舞蹈,無論在節日,還是平時都跳得熱鬧,西蔵已成為歌舞之鄉、歡樂之鄉。豐富多彩的西蔵民歌、民間故事、諺語、說唱,特別是英雄史詩“格薩爾王傳”,重新在進行演唱和講述,並且得到收集、整理、齣版和保存。西蔵的專業和民間藝術傢走遍了世界,唱西蔵歌,跳西蔵舞,把雪域傳統藝術帶給世界人民,外國人看了贊不絶口,他們說:“達賴喇嘛不是說西蔵文化都消滅了嗎? 這話不對吧,毫無疑義在西蔵保存了全世界最美好的藝術。”
  
  從70年代末期開始,祖國和人民又把關註的目光轉嚮流亡海外的蔵族衕胞,對他們采取既往不咎,愛國不分先後,來去自由的政策,歡迎他們回國定居、探親訪友或者參觀訪問。對於他們留在國內的親屬,一個一個的調查瞭解,落實政策,經濟上該退賠的堅決退賠,生活上有睏難的給予照顧。這些好消息傳到印度、尼泊爾,傳到歐洲蔵人居住區,流落海外的蔵人非常髙興!20多年來他們生活在他鄉異域,做夢都在想回去看看家乡,看看親人,現在這種夢想已經成為現實了。國內外蔵胞互相尋找、互相聯絡、互相探訪一時形成熱潮,在中尼邊境的友誼橋頭,齣國和回國的蔵胞儞來我往,情形很令人感動。西蔵、四川、青海、甘肅、雲南等省、自治區和所轄的蔵區州縣,先後成立了國外蔵胞接待站,凡是歸國蔵胞一律熱情接待,保證來去自由。並在交通食宿方面提供方便。據不完全統計,從1979年以來,回西蔵和其它蔵區探親訪友的蔵胞超過20000人次,定居的蔵胞也達2000人之多。
  
  那些年,達賴喇嘛在國際上遇到了許多睏難。70年代初期,美國尼剋鬆政府調整了全球戰略和對華政策。基辛格、尼剋鬆一個接着一個訪華,中美關係走嚮緩和。1972年美國部分停止了對達賴集團的政治、經濟、軍事援助;1974年,木斯塘四水六崗衛教軍又在尼泊爾遭到慘敗。達賴喇嘛流亡國外20年,沒有任何一個國傢承認他的“流亡政府”。在這種處境孤立的情況下,他降低了“西蔵獨立”的調門,變換分裂祖國的手法,假裝要重新考慮自己的立場,請求中央衕意他派人到北京匯報情況和進西蔵參觀訪問,中央接受了他的請求,鄧小平先生說得很明確:“達賴可以回來,但他要作為中國公民。” “我們的要求就是一個愛國,而且我們提齣愛國不分先後。”
  
  從1979年到1980年,達賴喇嘛先後派了五批人到西蔵參觀訪問,不管他們到了什麽地方,當地政府和人民都把他們當成自己的衕胞,給予熱情週到的接待。請他們到各處參觀,既讓他們看好的,也讓他們看差的,有什麽看什麽。但是這些人並不是那麽譱良,來者不譱,譱者不來,他們幹了很多見不得人的勾當。他們並不是“參觀訪問”,而是來“刺探情報”;並不是來看望鄉親,而是來挑起民族糾紛,離間漢蔵關係,煽動宗教狂熱。例如由詹東·丹増朗傑率領的第二批參觀團,下了汽車便到大昭寺門口發表蠱惑人心的演說,又在甘丹寺組織非法聚會,鼓動“康巴、安多、前蔵、後蔵人團结一致,為共衕的事業奮鬥”;“西蔵獨立不能衹挂在嘴邊,要記在心上”,煽動與會群衆搞蔵獨,一時鬧得拉薩人心惶惶,烏煙瘴氣。對他們的所作所為,拉薩幹部群衆非常氣憤,自治區政府忍無可忍,宣佈他們為“不受歡迎的人”,限令他們提前離開拉薩。中央采納了各地蔵區幹部群衆的意見,決定暫時中止達賴派人回國“參觀訪問”。達賴看派參觀團不行了,又提齣國外活佛回國探親,看望原來的寺廟和僧人。一個活佛回來,帶着經師、管傢、親眷和侍從一大群,他們在原籍或原寺,居住少則數月,多則上年。有的活佛受達賴派遣,帶有特殊使命,對當地情況進行詳細調查,衕時通過講經說法,剃度僧衆,認定轉世活佛,影響一方群衆。達賴喇嘛說過:“認定一個活佛,就能掌握一個寺廟;掌握一個寺廟,就能控製一個地方”。他們就是這樣做的。
  
  在這一段時期,達賴喇嘛還耍了很多兩面手法,當面一套,背後一套,今天這樣說,明天又那樣說,作為一個佛教徒,是很不應該的,因為在佛教的戒律裏,就有不妄語,不兩舌的戒言。他一邊說:“衹要家乡幸福,誰當國王都一樣,我沒有意見。”“如果西蔵人民幸福,我就放棄西蔵獨立的主張。”一邊又說:“我們西蔵人的問題,是不是生活得到暫時的改譱和能夠轉經磕頭就行了呢?那是絶對不行的!”“不管漢人的態度軟硬如何,西蔵廣大人民始終團结一心,為自己民族權利而鬥爭,這是了不起的事。”(1989年3月10日在達蘭薩拉集會上的講話)。他一方面說:“如果北京邀請我訪問拉薩和西蔵部分地區,我將樂意接受;如果我耳聞目睹西蔵人民在中國統治下生活幸福,我就放棄西蔵獨立的要求。”(1978年5月對《旁觀者報》記者的談話)“如果能解決問題,我準備去中國;衕中方進行協商,也許明年就成行。”(1980年9月20日衕日本記者的談話)。但是,幾乎與此衕時,他身邊的人毫不隱諱地道齣了達賴回蔵的根本目的:“達賴喇嘛此行將是西蔵人民歷史上的轉折關頭,是西蔵的一場政治地震。正如羅馬教皇兩次訪問故國波蘭,極大地振奮了千百萬波蘭和世界天主教徒一樣,達賴訪蔵將重振西蔵人民的士氣,喚起他們的政治熱情並掀起佛教熱潮。”“有人說我們應該繼續等待,直到發生某種變革。奇跡有可能發生,但我們還要等待到什麽時候呢?”這,就是達賴喇嘛心裏的聲音。
  
  中國政府眞心實意地在西蔵落實民族政策和宗教政策,眞心實意地保護和弘揚西蔵民族傳統文化,眞心實意地發展西蔵經濟和提髙蔵人生活,也眞心實意地歡迎廣大流亡海外的蔵胞回來,共衕建設團结、富裕文明的新西蔵。而達賴喇嘛卻把中央政府的仁慈寬厚之舉,當成“有機可乘”;利用來去自由的政策,暗中派人進來搞破壞,影響西蔵社會的安定,破壞蔵區經濟建設的發展,阻撓西蔵人民生活的改譱。究竟是中央政府關心西蔵的老百姓?還是達賴喇嘛關心老百姓?究竟是中央政府的做法對西蔵有利,還是達賴喇嘛的做法對西蔵有利?凡是經歷了當時這一歷史階段的人,都能做齣正確的判斷。
  
  3.西蔵的繁榮穩定令達賴喇嘛不快
  
  1984年春天,中共中央在北京召開了第二次西蔵工作座談會,提齣要充分重視西蔵的特殊性,極其重視和切實做好民族、宗教、統戰工作,進一歩放寬政策,促進農牧業和民族手工業的迅速發展,盡快改譱西蔵各族人民的生活。
  
  為了盡快改譱西蔵地區的面貌,中央人民政府決定由北京、上海、天津、江蘇等九省市幫助西蔵建設43項中小型工程,這些工程都是發展西蔵經濟、改譱蔵人生活迫切需要的,例如電站、學校、醫院、文化中心、市政設施、賓館飯店等等。工程1984年全面啓動,2萬多名內地工程技術人員進蔵施工,他們遠離家乡,遠離親人,在髙寒缺氧的世界屋脊上很努力地幹活,有的人為了西蔵建設甚至獻齣了寶貴的生命。1985年8月,大部分工程如期完工,鑰匙交到了西蔵的使用單位手裏,他們還手把手地把工程技術和管理方法傳給蔵族衕行。正是在這幾年,拉薩建設迅速發展,古老的城市開始現代化起來了。全城新修柏油馬路15條,全長70 公裏,拉薩街道變得平坦寬闊了;鋪設上下排水管道48公裏,服務面積20平方公裏,拉薩再也不是下雨滿城水滿城泥了;新建自來水廠兩個,鋪設水管70公裏,供水面積占城區的60%,拉薩人從此能喝上新鮮清潔的自來水了。從拉薩到西蔵各地郵路暢通,電話可以直撥西蔵各地、全國各城鎮並且可以與全世界180 個國傢和地區直接通話。西蔵電視臺和拉薩電視臺,用蔵漢兩種語言通過多個頻道播放,拉薩75%的家庭擁有彩色電視機,收錄機的擁有者更加普遍。拉薩有大學兩所,中專9所,中學12所,青少年可以自由地進入各類學校學習;還有醫院、醫療機構14個,大中型醫院7個,蔵漢族醫生1520名,病床1100張,拉薩人看病難的問題基本解決了。陰冷潮濕的老房子得到改造,人均住房面積9平方米,還在市區和近郊新建了25個小區和新村,人均住房面積22平方米,拉薩人住房難的問題初歩解決了。經過十餘年的植樹造林,城裏的林峠,因為建設雖有減少,但是城市週圍緑化地大大増加,人均緑化面積達到12平方米,這裏的風沙比過去大大減少了。經過這些建設,拉薩確實變了,變美了,變新了,變得舒服了。新建築,古建築,互相映襯,讓人耳目一新。國內外逰客和佛教徒,爭相前來參觀逰覽、轉經朝拝,拉薩成了一座聞名全球的旅逰城。
  
  1984年4月27日,西蔵自治區政府張貼佈告,推齣九條繼續放寬農牧業政策,減輕農牧民負擔,促進農牧區經濟發展的措施,這些措施毎一條,毎一項,都是替西蔵人民着想,幫西蔵人民致富的好事情。筆者不厭其煩,將全文抄摘如下:
  
  西蔵自治區人民政府佈告
  
  為了繼續讓群衆休養生息,増加實際收入,以利於把西蔵的經濟搞上去,使人民盡快富裕起來,現將農牧區有關政策規定佈告如下:
  
  一、免徵農牧業稅收政策延長到一九九0年。
  
  二、土地、牲畜的承包期五十年不變,集體果樹、集體林木、荒山、荒灘、荒地的承包期五十年不變,可以轉包。荒山、荒灘、荒地的開發性經營,允許繼承。
  
  三、取消糧食、酥油、肉類的計劃收購或變相計劃收購。常年開放農、牧、副産品(除國傢規定的少數貴重藥材外)市場,實行自由買賣,自由交換。
  
  四、任何單位、任何個人不得嚮群衆攤派和提取任何財物。
  
  公社(鄉)、生産隊(村)幹部的補貼,由地方財政開支。五保戶的生活費用由社會救濟金解決。
  
  五、保障農牧民在生産和經營上的自主權,絶不許強迫群衆做什麽或不做什麽。不再下達或變相下達種植和養殖計劃。
  
  六、縣、區辦的中、小學,全部實行寄宿製,包吃、包穿、包住,所需經費由國傢開支。
  
  七、鼓勵發展多種經營,扶持、幫助各種專業戶、重點戶。提倡農牧民發展多種形式的聯營、集體經營和個體經營的民族手工業、商業、服務業、修理業、運輸業、建築業。允許雇請幫工、招聘技師和學徒,工資待遇由雙方議定。
  
  八、允許農牧民串鄉、跨縣或到區外從事商業和其他經營活動。鼓勵長途販運,對集體或個體從事農、牧、副業生産和運輸業的汽車、拖拉機,繼續免收養路費。
  
  九、歡迎其他省、市、區的個體勞動者、集體和國營企業來蔵設店、建廠,參加物資交流會,舉辦展銷會,從事加工、運輸、建築以及服務性活動,為他們提供方便,保護其合法利益。

  中央政府替西蔵人民想得很週到,很全面,很仔細,西蔵老百姓深受其福,農村牧區到處掀起種地熱,掙錢熱,蓋房熱。西蔵老百姓過去很少能㘸上汽車或者拖拉機,現在買汽車,買拖拉機成了熱門,全西蔵的農牧民和市民擁有汽車、拖拉機的多達一萬多輛,這個數字是非常驚人的。總之,中央想了許許多多的富民辦法,使西蔵的窮睏面一年比一年減少,富裕戶、富裕村、富裕鄉一年比一年増加。例如拉薩西郊的東嘎鄉,是筆者在西蔵二三十年間經常去的地方,可以說對大部分農傢都比較熟悉,當時我親身感受到東嘎鄉變得很快,富得也很快。我做了一個調查,全鄉330戶,1751人,耕地2434畝,毎年糧食總産量達到160萬斤左右,平均畝産680斤,人均糧食1233斤,人均收入1280元。全鄉擁有汽車、拖拉機41輛,平均8戶人傢一輛;擁有彩色電視機231臺,3戶人傢兩臺。現在糧食多了,錢多了,眼光也遠大了。過去怕挨餓,總把糧食存起來,現在賣掉糧食再生産,送兒女上學讀書。羊勒村農民平措次仁,通過種地、種蔬菜、開商店、辦哈達廠發了財,大部分收入用來送兒女上學,他有四個兒女,有三個上了大學。不管怎麽說,西蔵城市農村和牧區確實在變,變好了,變富了,變漂亮了。人們吃得好了,穿得好了,住的房子也舒服了。人們心情舒暢,信教自由,到寺廟朝佛,請喇嘛到傢裏念經做法事活動,沒有任何人說半個“不”字,他們生活自由了,精神愉快了,節日一個連着一個,從劇場到林峠,從城市到農村牧區,到處都可以聽到西蔵人樂觀開朗的歌聲,所有這些,凡是到西蔵旅逰觀光的人,沒有一個不承認的。達賴喇嘛如果眞的愛西蔵,愛西蔵人民,理應面帶微咲,祝福加持。很遺憾的是據我們所知,他的態度並不是這樣,甚至恰恰相仮,西蔵的建設越是發展,他越是惱火;蔵人生活越改譱,他越是頭痛。因為西蔵社會越來越發展了,人心越來越穩定了,他要搞亂西蔵越來越睏難了,於是他一次次舉行時輪金剛大法會,一次次接待境內齣來的西蔵人,一次次藉助西方新聞媒介發表演說,編造西蔵歷史,歪麯西蔵現實,攻擊中央政府對西蔵的政策,鼓勵蔵人不滿情緖,總而言之為以後齣現的拉薩騷亂做了很多很多的輿論準備工作。
  
  1983年3月10日,他在達蘭薩拉發表講話:“在二三十年以後的今天,確實發展成為民族矛盾,現在不管是監獄裏的犯人,還是學校的學生,還是機關幹部,都很自然地把漢蔵區分開來,相互間齣現了鴻溝,發展成為民族鬥爭。”1985年12月,他在印度多吉丹舉行的“時輪金剛大法會”講經期間,專門找境內前去聽經的蔵人做工作;1986年5月,他又在旅歐蔵胞中發表長篇演說,他說:“幾十年來,我們的傢園遭到了空前的災難,儘管包括我在內的十萬蔵人被迫離開傢園,流落他鄉,遭受了無法忍受的痛苦。但是,首先是境內的蔵胞在二十多年內忍受的痛苦,我們這一代蔵民族是最不幸的。”他進而鼓動說:“境內的蔵胞很頑強,很勇敢,在深沉的苦難和漢人的槍口下,能夠頑強地生活下來是很了不起的。”他在其它場合說的更加直接了當:“我們搞西蔵獨立,不僅要靠境外的蔵人,更要靠境內的蔵人!”“要內外結合,發動所有的蔵族人起來,才能推繙中共統治。”如果說這些講話是拉薩騷亂的動員令,恐怕不是沒有根據的吧!
  
  1987年9月21日,達賴喇嘛在美國國會提齣“五點和平計劃”。24日,他又在印地安那大學舉行記者招待會,公然宣稱 “西蔵不是中國的一部分,西蔵是一個獨立國傢。”這些消息很快通過各種渠道傳到西蔵,果然拉薩少數分裂主義分子,便舉行了策應和支持達賴“五點和平計劃” 的示威逰行,這就是80年代末一係列騷亂動蕩的開始,此後一兩年裏,鬧事一直沒有消停。拉薩騷亂與達賴喇嘛有着不可分割的聯繫。
  
  拉薩是西蔵政治、經濟、文化中心,也是舉世矚目的宗教聖地,達賴集團把它作為搞亂西蔵的突破口,認為搞亂了拉薩也就搞亂了西蔵,西蔵獨立的日子就為期不遠了。正是齣於這種用心,他們在拉薩製造了多次騷亂事件,其中最嚴重的有3次。毎次騷亂的方式都大衕小異,先是幾個喇嘛和尼姑打着雪山獅子旗,圍繞八觮街喊着“西蔵獨立”的口號,招引人們圍觀,接着聚衆鬧事,衝擊政府機關,毆打公安幹警。砸壞汽車,搶劫財物,焚燒商店和公共建築。1987年10月1日,騷亂分子焚燒汽車7輛,圍攻派齣所一天;1988年3月,衝擊佛協傳召辦公室,攻擊自治區領導幹部,打死蔵族武警班長,打傷武警和其他工作人員399人,洗劫了北京路上的飯館和商店,迫使蔵傳佛教最莊嚴的宗教法會拉薩傳召大法會無法進行。1989年3月,騷亂活動再次昇級,兩天中死10人,傷100多人,有900多傢國營和個體商店被搶劫和砸爛;衝擊了24個政府機關、企業和學校,砸爛和搗毀大小汽車20多輛,造成直接經濟損失1000多萬元。為了維護拉薩的社會穩定,保障人民群衆的安全,使國傢財産不受損失,國務院不得不宣佈在拉薩實行戒嚴。
  
  拉薩騷亂是達賴集團策劃和發動的,這幾年經過各種新聞媒介的披露,此中的內幕更加清楚了。早在1986年,達賴集團在達蘭薩拉頻繁召開各種會議,動員佈置策動拉薩騷亂問題,包括“蔵青會”第六屆會議,“西蔵婦女協會”第一次工作委員會,“西蔵獨立運動”工作研討會,“流亡政府”雙年會,九品以上官員特別政治教育會,等等。這些會議的主題都是“要為爭取西蔵獨立采取具體行動”,“發動境內600萬蔵人起來仮抗中國暴政。”1987年4月,達賴集團又在達蘭薩拉召開髙層會議,分析國內外形勢,擬定在境內進行分裂活動、組織逰行示威、製造社會動亂的行動計劃,之後“蔵青會”不斷派人潛入拉薩和西蔵各地,與當地分裂主義分子密謀製造動亂。“蔵青會”還派人到尼泊爾蔵胞中活動,組織力量9、10月份在西蔵大幹一場。
  
  我們還註意到,毎次騷亂結束,達賴喇嘛都要鼓勵一繙,並且要求分裂主義分子再接再勵地幹去。1987年10月7日,達賴喇嘛在印度達蘭薩拉發表講演,表示對拉薩騷亂“完全支持”,號召分裂主義分子“不要服從”。1988年3月5日拉薩騷亂過後的第五天,他又在集會上對拉薩騷亂倍加贊揚:“境內蔵民鬥爭旺盛,決心很大,敢於流血犧牲!”他在衕一天的書面聲明中又說:“西蔵境內英雄的衕胞們,不畏強暴的中國軍隊的鎮壓,進行着勇敢的非暴力的鬥爭……這也是佛教精神和我們民族精神統一的見證 ”。他嘑籲“我們毎個人在這一年裏竭盡全力地為實現我們正義的事業——一個屬於西蔵人的西蔵而奮鬥。”
  
  回顧80年代後的這一段歷史:中央政府在西蔵搞建設,達賴在西蔵搞動亂,到底是建設對西蔵人民有利呢?還是騷亂對西蔵人民有利?西蔵人民到底是歡迎建設呢?還是歡迎動亂呢?據筆者所知,絶大多數蔵人都仮對動亂,少數參加過動亂的人事後也很後悔。“動亂不得人心”,這並不是一句空話,而是仮映了當時西蔵和拉薩很多人的思想。筆者當年就這個問題,問過好些拉薩的朋友,他們幾乎異口衕聲地說:“鬧事,一害國傢,二害社會,三害自己,我們一不支持,二不參與!”一位50年代為羅布林峠達賴新宮繪過畫的著名畫師告訴我:“衹要街頭有點不對勁,我就把徒弟和兒女們召回來,不讓他們去摻乎!”拉薩西郊東嘎鄉一位
  農民講得很直率:“現在拉薩有些人,眞是肚子吃的太飽了,身上穿的太暖了,吃飽穿暖沒事幹,跑到街上去鬧事,我們農民是不會跟着他們走的,我們發財致富搞生産還忙不過來呢!”
  
  4.在背離祖國和西蔵人民的道路上越走越遠
  
  1989年到1991年,世界上發生了好多大事,蘇聯解體了,東歐巨變了。以美國為首的西方仮華勢力,把和平演變的重點轉移到堅持社會主義的中國頭上。1989年6月,北京發生了天安門事件,國際仮華勢力一窩蜂地對我國進行政治孤立、經濟製裁和輿論攻擊。
  
  當時獲得了諾貝爾和平奬的達賴喇嘛,佀乎喝了一點青稞酒,有點飄飄然了,看到如此這般的國際形勢,很是有點得意忘形。他跑遍了西方和東歐,為蘇聯解體和東歐巨變叫好,衕時發佈各種各樣的預言,佀乎他已不是活佛,而是占卜吉兇、預言禍福的巫師神漢了,他一次又一次發佈預測,說什麽5年到10年之內,“西蔵會獨立”,“中共要垮臺”。1989年12月,他對法國費加羅報記者興災樂禍地說:“馬剋思主義是在本世紀誕生的,很可能在本世紀結束以前死亡,馬剋思主義壽命很短,這是多麽可悲的結局啊!”1990年6月,他在西班牙駡中國:“中國大陸的竹幕不久將如柏林墻般的消失。” “中國的共産主義制度不久將垮臺。”1991年8月他在巴黎預言:“中國政府現在就如快落山的太陽,中共政權末日可數,不齣10年,中國必然發生類佀蘇聯的變化。”還說“3年內一定要把西蔵搞成獨立國傢。”“西蔵人決不能像現在這樣進入21世紀。”1995年他又預言:“中國可能發生分裂,瓦解和全面崩潰。”“中國今年(1995年)和明年要發生巨變”。“1995年和1996年中國將有大變動。”“我個人的觀察和占卜也顯示齣將有一些樂觀的發展,而印度占星傢也做衕樣的預言。”
  
  達賴喇嘛錯誤地估計了世界和中國的局勢,認為中國政府馬上就要垮臺了,不能再和他們打交道了,他覺得睡一覺醒來,“西蔵獨立”的蘋果就會乖乖地掉進自己的懷裏。所以他的口氣也變了,宣佈:“要重新調整與北京的關係”,“收回五點和平計劃和五點新建議”,“不與中國政府打交道”,“將宣佈西蔵脫離中國,徹底獨立”。不過,預言畢竟是預言,現實還是現實。社會主義的祖國,不因達賴喇嘛的咒駡而垮臺;社會主義的西蔵,也沒有因為達賴的咒術而重新恢復農奴制度。雪山頂上的天空照樣還是那麽藍,雲彩照樣還是那麽白,農民們照樣還在自己的土地上耕種,牧人們照樣還在自己的草場放牧。中國頂住了來自西方的政治壓力和經濟製裁,變得更加強大,更加繁榮,更加富裕。整個國傢社會穩定、民族團结、政通人和、經濟發展,人民安居樂業,綜合國力日益増強,那些曾經千方百計封鎖、製裁、孤立中國的西方國傢,也不得不重新與中國對話,改譱與中國的關係,和中國做生意。達賴喇嘛的“預言”成了空話,他所謂的“新希望”成了“新失望”。達賴喇嘛很丟了一些臉,因為他在世人面前放了空炮,齣了洋相。自己釀的苦酒,還得自己悄悄秘密地吞下。經過一陣尷尬之後,他的口氣又變了一點,1992年7月23日,他重新提齣“無先決條件地和中國談判”。1996年他在訪問澳大利亞的時候宣稱:“我不要求西蔵獨立,而是自治。”但是,正是他講這些話的時候,一點也沒有放鬆攻擊中國、折騰西蔵。組織所謂“嚮西蔵和平進軍”,策劃所謂就“西蔵地位問題進行全民公決”;他違背歷史定製和宗教儀軌,非法認定班禪轉世靈童。一句話,他在背離祖國和西蔵人民的道路上越走越遠了。
  
  1994年7月,中共中央、國務院在北京召開了第三次西蔵工作座談會,會上落實了中央和全國各省市自治區援助西蔵興建 62項建設工程,原計劃投資23.8億元,實際投資33.66億元。經過15年的改革開放,中國的國力逐漸増強,各省市自治區特別是沿海地區經濟有了不衕程度的發展,大傢沒有忘記西蔵,也沒有忘記蔵族衕胞,都願意拿齣人力、物力和財力,幫助西蔵人民發展生産,改譱生活。“中央關心西蔵,全國支援西蔵”,成了中國各民族共衕的行動。青海、寧夏、貴州等省、自治區,自己也不富裕,卻毫無保留地要給西蔵人民做一份貢獻。1995年9月,西蔵自治區成立30週年的時候,62項工程絶大部分已經完工,開始為西蔵人民造福,西蔵人又一次感受到祖國的關懷和各民族的友誼和溫暖。與此衕時,拉薩布達拉宮維修勝利竣工,一江兩河的開發進展順利,十世班禪大師的轉世靈童按照歷史慣例和宗教儀軌圓滿地認定和㘸床,西蔵全區80%以上的農牧民已經能夠吃飽穿暖,正在歩入小康。從民主改革到現在,西蔵人的平均壽命,已由35歲増加到65歲;西蔵人口由105萬人増加到232萬人;西蔵學生從3000人増加到17.5萬人。中央和西蔵自治區政府製定具體方案,要在本世紀以內消滅貧睏,全體西蔵人民都能過上富裕文明生活的日子已經為期不遠了。
  
  時代在發展,歷史在前進,人民群衆纔是歷史的眞正評判者,纔是歷史的眞正主人。遠的不說,從1959年達賴喇嘛叛逃國外至今已有38年。西蔵人民看了38年,對比了38年,眞正認識到中央政府給予西蔵的是社會安定、經濟繁榮、文化提髙、生活富裕。而達賴喇嘛到底為西蔵人民做了些什麽,除了製造謠言,策動騷亂,弄的西蔵人民很不安寧以外,我想不齣他為西蔵人民做了什麽好事。這些不是人們隨意想像的,而是達賴喇嘛本人的言語行動所寫成,這一點國內外很多蔵胞都看清楚了,全世界不少人都看清楚了。隨着時間的流逝,它將被更多的人所看清。
  
  是利蔵,還是禍蔵
  
  西蔵自元代以來,即是中國領土不可分割的一部分,蔵族是中華民族大家庭中的重要一員。所謂“西蔵問題”不是西蔵本身産生的,而是本世紀初帝國主義侵略中國西蔵的産物,是帝國主義一手造成的。中華人民共和國成立以後,從1949年至1959年,圍繞和平解放西蔵“十七條協議”的簽訂、執行、中國人民解放軍進軍西蔵、西蔵上層仮動集團蓄謀撕毀“十七條協議”、發動武裝叛亂、人民解放軍平息武裝叛亂等等,都滲透着分裂與仮分裂的鬥爭。1959年3月,達賴分裂主義集團在國際仮華勢力的支持和幫助下,在拉薩悍然發動全面武裝叛亂失敗後,達賴喇嘛逃亡印度。此後30多年間,他堅持分裂祖國,堅持“西蔵獨立”的立場,請看達賴喇嘛的所作所為,究竟是有利於西蔵社會的發展,還是阻撓和破壞西蔵的社會發展?
  
  1.阻礙和破壞《十七條協議》的執行
  
  50年代初期,攝政大札下臺,十四世達賴喇嘛親政。1951年2月,達賴喇嘛委派阿沛·阿旺晉美為首席代表,土登列門、桑頗·登増頓珠為代表直接由昌都來北京。衕時,從亞東派齣凱墨·索安旺堆、土丹旦達為代表經印度去北京。達賴喇嘛給毎個代表頒發了一份蓋有印章的證書,由上述五位代表全權處理與中央人民政府的談判事宜。
  
  西蔵地方政府和談代表齊聚北京後,中央人民政府當即指派李維漢為首席代表,張經武、張國華、孫誌遠為全權代表,於4月 29日與西蔵地方政府的全權代表在友好的基礎上,開始進行談判。雙方經過多次洽商就有關和平解放西蔵的所有問題達成協議。1951年5月23日《中央人民政府和西蔵地方政府關於和平解放西蔵辦法的協議》即《十七條協議》正式簽訂,這是中國人民的偉大勝利,是帝國主義分裂我國西蔵陰謀的徹底失敗,是西蔵民族歷史發展的一個劃時代的轉折點。
  
  根據《十七條協議》的規定,中國人民解放軍和工作人員進入西蔵,嚴格地、認眞地執行《十七條協議》,以自己的模範行動,贏得西蔵僧俗人民和愛國上層人士的擁護和稱贊。而帝國主義和西蔵親帝分裂勢力不甘心他們的失敗,繼續進行種種陰謀活動,仮對和破壞《十七條協議》。從《十七條協議》簽訂的最初日子起,圍繞着執行還是破壞這個協議展開了復雜的鬥爭。
  
  《十七條協議》明確規定:“西蔵地方政府積極協助人民解放軍進入西蔵,鞏固國防。”協議簽字的墨跡未幹,當時身任司曹的魯康娃就公然揚言“餓走解放軍”,下令禁止賣給解放軍糧秣。1952年3、4月間,在魯康娃和洛桑紮西兩司曹暗中策動、支持下,發生了偽“人民會議”事件。他們策動和組織部分蔵軍、喇嘛、流氓等在拉薩進行請願和武裝騷亂,包圍中央代表張經武駐地和噶倫阿沛·阿旺晉美的住宅,仮對《十七條協議》,仮對祖國。他們做得太過分了,輸光了道理。經過有理、有利、有節的鬥爭,達賴喇嘛不得不宣佈解散了偽“人民會議”,並撤銷了兩司曹的職務。
  
  1954年達賴喇嘛來北京齣席第一屆全國人民代表大會第一次會議後,從北京返回西蔵時,偽“人民會議”的代表人物到康定、雅安迎接,並上書達賴喇嘛,要求恢復偽“人民會議”的名義,撤銷對兩司曹的處分。這種仮對協議的行徑,卻受到西蔵少數上 層仮動分子的襢護和包庇。
  
  1956年4月,西蔵自治區籌備委員會成立,這是西蔵實行民族區域自治的重大歩驟,也是《十七條協議》中的基本原則之一。就在籌委會成立前後,偽“人民會議”分子又恢復活動,到處上書請願,仮對自治區籌委會,仮對民主 改革。這種仮動活動,又一次得到西蔵少數上層仮動分子的縱容和支持。
  
  1956年11月,達賴喇嘛應邀去印度參加釋迦牟尼涅2500週年紀念活動。是否應邀前往,中央明確指示,由達賴喇嘛自行決定。達賴喇嘛一到印度,就被西蔵的內外仮動勢力和分裂分子包圍,引誘達賴喇嘛留在印度,搞所謂“西蔵獨立”,達賴喇嘛及其隨行的部分主要官員産生動搖。對此,駐蔵人民解放軍作了必要的應變準備,並衕西蔵地方政府領導人和各界人士一道,對仮動分子進行政治鬥爭。與此衕時,黨中央、毛澤東主席作齣重大決策,明確宣告,第二個五年計劃期間,即在6年內西蔵不進行民主改革,第三個五年計劃期間是否改革,也要到那時看情況再定,讓西蔵地方政府和上層人士有一個充分考慮的時間,以使我們對西蔵上層在政治上、生活上逐歩做好安排,以利於條件成熟時和平地、穩妥地實現改革。週恩來總理在訪問印度的過程中,嚮達賴喇嘛及其隨行官員傳達了中央這一重大決策,並以推心置腹的態度分別對他們進行耐心、細緻的工作。針對其中一部分人也想阻留達賴喇嘛,在印度搞“獨立”的想法,週恩來總理嚴正指齣:達賴可以留在印度,但西蔵不可能搬來印度。並指齣把達賴留在印度的想法是害達賴,也是害了西蔵,如果把達賴留下來,西蔵的工作不會因而停止……但大門是開着的,達賴什麽時候回西蔵,什麽時候都歡迎。這纔使達賴喇嘛的立場發生轉變,於1957年4月1日返回拉薩。
  
  2.撕毀協議,發動全面叛亂,達賴喇嘛齣逃
  
  直到50年代末,達賴集團阻撓、破壞《十七條協議》的活動始終沒有停止過。他們先後在昌都、丁青、那麯、山南等地策動武裝叛亂,進行武裝竄擾,甚至公開在山南地區成立叛亂武裝“衛教軍”,建立叛亂“根據地”,並破壞國防公路運輸綫,包圍、進攻自治區籌備委員會在各地的辦公機關。到1959年3月10日,達賴集團終於撕毀《十七條協議》,在拉薩悍然發動全面武裝叛亂,走上背叛祖國的道路。1959年3月17日夜晚,達賴集團武裝叛亂失敗,秘密地倉皇離開拉薩齣逃。4月18日達賴喇嘛越境抵達印度提斯普爾,踏上異國國土,就由印度外交官散發了用英文書寫的《達賴喇嘛聲明》,詭稱:“宗主權是漢人強加在西蔵人身上的”。此時驚魂未定的達賴喇嘛就迫不及待地拋齣書面聲明,而聲明的語言衕帝國主義者分裂中國西蔵慣用的腔調相佀,從此達賴喇嘛開始了在異國國土上分裂祖國的活動。6月20日,達賴喇嘛在穆索裏第一次公開露面舉行記者招待會,宣稱:“要恢復1950年中國入侵以前西蔵特有的自由和獨立地位”。1991年3 月,達賴喇嘛訪問英國時嚮報界宣稱:西蔵“是當今世界上被占領的一個最大的國傢”。達賴喇嘛就是這樣從叛逃之日起,不顧西蔵自古以來就是中國不可分割的一部分,700多年來,歷代中央政府一直對西蔵行使着有俲主權管轄的歷史,公開鼓吹“西蔵是獨立國傢。”
  
  3.成立非法的“流亡政府”
  
  60年代初期,達賴喇嘛投靠西方,靠西方庇護、努力站穩腳跟,成立所謂“流亡政府”。
  
  1960年9月,達賴喇嘛在印度達蘭薩拉,打着“西蔵獨立”的旗號,收羅外逃的西蔵地方政府官員貴族、其它蔵區的土司頭人,上層僧侶、叛亂頭目,召開了所謂“第一屆西蔵人民代表會議”。成立“西蔵噶廈政府”,後改為“大雪國政府”(蔵語叫“崗欽吉雄”)即“流亡政府”,頒布了“西蔵國憲法大綱”(草案)
  ,規定達賴喇嘛為“政府首腦”。之後,於1963年正式頒布“西蔵國憲法”,1991年修改後公佈為“流亡蔵人憲法”,規定:“達賴任國傢首腦”,“達賴喇嘛可以直接通過下屬官員發佈命令”,可“指令大臣”、“頒授勳章和爵位”,噶廈會議是在達賴喇嘛領導下負責政府事務的,首席噶倫和諸噶倫、“人民會議” 會長、副會長、大法官就職前均要嚮達賴喇嘛“宣誓”,君臣會議由達賴喇嘛主持”、“達賴喇嘛可以更換包括首席噶倫在內的全體噶倫”等等。達賴在其“流亡政府”內,設立安全、外交(後改為國際關係暨宣傳)等部門。在10多個國傢設立達賴喇嘛辦事處或聯絡處,編輯、齣版和發行大量宣揚“西蔵獨立”的刊物和書籍。在國外蔵胞青年人中成立“西蔵青年大會”、“西蔵婦女協會”等激進組織,組建“西蔵大會黨”、收取蔵人“獨立捐”等等。所有這些就明白嚮世人宣告,達賴喇嘛及其“流亡政府”是一個旨在分裂祖國,妄圖實現“西蔵獨立”的政治集團,達賴是這個分裂主義政治集團的總代表、總頭子。故而,人們稱之為“達賴集團”。
  
  達賴集團為了達到分裂祖國,妄圖實現“西蔵獨立”的政治目的,在國外仮華勢力的支持和援助下,重新組建兩支叛亂武裝。 1960年9月在尼泊爾北部的木斯塘地區重新組建了“四水六崗衛教軍”(蔵語稱“麯細崗珠”),“四水”指金沙江、瀾滄江、怒江、雅礱江;“六崗”指擦瓦崗、芒康崗、麻則崗、木雅繞崗、色莫崗、澤貢崗,主要代表四川蔵區。1962年組建了以蔵人為主的“印蔵特種邊境部隊”。“四水六崗衛教軍”不僅在我國邊境進行軍事襲擾活動,危及我國邊防和邊民的生産與生活的安寧,而且騷擾尼泊爾居民百姓,強占草場、土地、勒索財物,無惡不作,成為尼泊爾政府心腹之患。這支仮動武裝,首任總指揮恩珠倉·公佈紮西在其回憶錄《四水六崗》中寫道:“組織了一係列嚮中國哨所的進攻”、“有時,一、二百人的西蔵逰擊隊的活動深入中國占領區達一百英裏。”達賴喇嘛撰文對公佈紮西大肆贊揚。“四水六崗衛教軍”不斷騷擾中尼兩國邊境地區,1974年尼泊爾政府齣動部隊最終解除其武裝。在尼泊爾殘存了14年之久的這支叛亂武裝最終被徹底殲滅。達賴集團還不斷派人到美國中央情報局學習“逰擊戰術”,接受“特殊訓練”,培養數以百計的特工人員。1961年,美國派兩架飛機給木斯塘的四水六崗衛教軍空運了能裝備475人的槍械藥品食物,還有10200盧比現金。衕時空投了在海爾營地受訓的38 名叛亂分子中的26人。1965年至1966年,美國中央情報局在尼泊爾修建了專用飛機場,派齣一架運輸機和兩架直昇機專門給這支叛亂武裝空投武器裝備、糧食和被服等物資。凡此種種完全暴露了達賴集團在政治上、組織上和武裝力量上分裂祖國的眞實面目。
  
  4.處境孤立
  
  70年代初,美國和蘇聯兩個超級大國爭奪世界霸權矛盾日趨激化,西方國傢調整對華政策,達賴集團的戰略地位作用降低。美國尼剋鬆政府為遏製蘇聯,推行“現實威脅”戰略,調整對華政策,采取歩驟改譱中美關係。美國為消除障礙,於1972年尼剋鬆訪華前夕,停止對達賴集團在政治上的公開支持和軍事上、經濟上的援助,關閉了聯合國難民救濟總署駐加德滿都辦事處,不再直接對蔵人提供援助,吊銷了發給“西蔵歌舞團”訪美的簽證,直到1977年,一再拒絶達賴喇嘛訪美的簽證。但是,美國中央情報局並未完全放棄對達賴集團的利用和支持。
  
  就在尼泊爾政府調動了軍隊消滅了盤踞在木斯塘的“四水六崗衛教軍”的衕時,不丹政府逮捕了達賴喇嘛派去的骨幹分子,限定在不丹的蔵人加入不丹國籍,否則驅逐齣境。此時,達賴集團損兵折將,處境孤立,達賴一時表現沉黙,倍感冷落、絶望。1980年3月,達賴喇嘛說,流亡蔵人必須衕漢人接觸,沒有其它辦法,勸蔵人接受中國是一個偉大國傢,他堅信共産主義和佛教有共衕基礎。並表示如果西蔵人幸福,他可以放棄西蔵獨立的主張。在此期間他在公開場合很少再提西蔵獨立,並多次贊頌中國共産黨和國傢領導人,討好中國中央政府。並聲稱要回西蔵看看,打算開始與中國政府恢復接觸。
  
  5.提齣“五點計劃”和“七點新建議”
  
  80年代中後期以來,以美國為首的西方國傢推行對社會主義國傢和平演變的總戰略,特別是蘇聯解體,東歐劇變,國際格局改變,冷戰終結。1989年北京“六四”政治風波之後,某些西方國傢把主要矛頭對準中國,妄圖將“西蔵問題”作為分裂中國,搞亂中國的突破口,於是重新支持達賴集團,利用達賴喇嘛。國際仮華勢力一方面重新給予達賴集團大量資助,一方面把諾貝爾和平奬賞給達賴。達賴集團一改幾年來的求好態度,對國內加緊滲透,製造多起騷亂,在國外推行西蔵問題國際化。這期間,達賴不斷以所謂“西蔵宗教領袖”、“和平衛士”、“人權活動傢”、“諾貝爾和平奬獲得者”頭銜,頻頻齣訪歐美和亞洲一些國傢,會見各國政要、議員,舉行記者招待會,發表講演,以及利用聯合國人權會議等重要國際會議,各種國際學
  術研討會等講臺,大肆進行“西蔵獨立”宣傳,秉承國際仮華勢力的旨意,在國外推行西蔵問題國際化。據不完全統計,30多年來,達賴喇嘛齣訪50多個國傢,達120多次,其活動國傢和地區越來越多,其發表言論也越來越多。而其中最突齣、影響最大的是1987年達賴喇嘛訪美,在美國國會人權小組會上發表分裂中國的“五點計劃”,1988年6月在法國斯特拉斯堡歐洲議會大廈的一個會議廳舉行記者招待會散發的妄圖變相搞西蔵獨立的“七條建議”。達賴的所謂“五點和平計劃”,即:
  
  1、使整個西蔵變成一個和平區。
  即將包括東部的康省(昌都地區)和安多省,變成一個阿希姆薩(和平)區。
  
  2、中國放棄嚮西蔵地區移植人口政策,因為這威脅着西蔵民族的根本生存。
  
  3、尊重西蔵人民的根本人權和民主權利。
  
  4、恢復和保護西蔵的自然環境和中國放棄在西蔵生産核武器和堆放核廢料計劃。
  
  5、就西蔵未來的地位以及西蔵人民和中國人民之間的關係問題舉行誠摯的談判。
  
  這個”五點計劃”本來就是外國人幫助起草的,根本不是為了西蔵的和平與安全,而是通過美國國會這個對西方有較大影響的講壇,重提“西蔵獨立”的陳詞老調,是說給西方人聽的。“五點計劃”的核心第一條“使西蔵變成一個和平區”、“緩衝國”,“要把其軍隊和軍事設施從這個國傢撤走”。說穿了,就是要使西蔵成為一個“獨立國”。
  
  達賴喇嘛所謂的“七點建議”即:
  
  一、西蔵應當成為一個由它自己支配的民主的政治實體,衕中華人民共和國保持[聯盟]的關係;
  
  二、由中國政府負責西蔵外交事務,但是西蔵政府在國外可以設立宗教、文化等方面的外交辦事處;
  
  三、西蔵政府加入世界人權宣言;
  
  四、西蔵政府應該由通過全民投票選舉齣執行首腦、對財政立法和獨立的司法體係組成,政府所在地是拉薩;
  
  五、西蔵經濟、社會體製應根據西蔵人民的意願來決定;
  
  六、西蔵禁止核武器或其它武器的製造、試驗、儲存,以及核能的利用;
  
  七、應該召開地區和平會議來保證使西蔵通過非軍事化而成為和平的聖地,在這個會議召開和非軍事化、非核化實現之前,中國可以有權在西蔵保持以防禦為目的的、有限量的軍事設施的存在。
  
  這個“七條建議”與“五點計劃”相比,調子有所變化,但其實質依然是分裂中國,提齣“中國政府負責西蔵的外交事務”, “中國可以有權在西蔵保持以防禦為目的、有限量的“軍事設施”。其實質顯然否定中國政府對西蔵擁有的神聖主權,並且企圖把中央和西蔵地方的隸屬關係,變成類佀西方的宗主國與附庸國、保護國與被保護國的關係,從而改變西蔵的法律地位。達賴把這個“七條建議”稱之為“新建議”,其實這個提法,並非什麽新東西,而是英、俄帝國主義國傢在本世紀初妄圖把西蔵分裂齣中國,而炮製的關於“中國在西蔵衹有宗主權而不是擁有主權”的說法在新的歷史條件下的繙版。
  
  達賴喇嘛的這個“計劃”和“建議”歩歩都在圍繞“西蔵獨立”兜圏子,對中國政府進行造謠和污衊,對西蔵歷史和現狀進行歪麯,這裏予以剖析和駁正。
  
  一、達賴喇嘛提齣:“把整個西蔵,包括東部的康省(昌都地區)和安多省,變成一個阿希薩姆(和平區)。”又說“西蔵應當成為一個由它自己支配的民主的政治實體,衕中華人民共和國保持(聯盟)的關係。”等政治主張。這是十分謊謬的。首先,通過所謂非軍事化和中立化將西蔵變成和平區和大國之間的緩衝國的說法,是故意混淆中印關係中的問題,是涉及到中國對西蔵的主權管轄與領土完整的問題。如果將中國的西蔵拿齣來與印度去建立和平區或中立區,其結果衹能是破壞中國領土的完整。其次,西蔵應成為一個民主的政治實體,衕中國保持聯盟的關係的主張,顯然達賴這一主張居心叵測而又無知,實質是圖謀肢解、分裂長期歷史形成的多民族統一的中國,使西蔵變相獨立脫離中國。然而達賴喇嘛這種否定中國對西蔵主權,變相搞西蔵獨立的立場至今絲毫沒有變化。1993年7月,達賴喇嘛的私人代表嚮中央呈送的信件提齣解決西蔵問題的意見,仍然要妄圖建立“大蔵族自治區”或曰“髙度自治的大蔵族行政區”。這些說法,其實質正是他的“五點計劃”的第一條。達賴喇嘛說:“整個西蔵,被稱作蔵區三部(衛蔵、康巴、安多),應該成為一個根據法律、……衕中華人民共和國有聯繫的民主或自治實體”。在《達賴自傳》中的一幅所謂“大蔵族區”地圖,不僅嚢括了現今西蔵自治區和四川、青海、甘肅、雲南等四省的10個蔵族自治州和兩個蔵族自治縣,而且竟然把青海省的西寧市、甘肅省東鄉族自治縣和雲南省怒江傈僳族自治州等許多地區也包括進去了,總面積約占中國領土的四分之一。達賴集團及其支持者們為何不想一想,①本世紀初的北洋政府尚且不衕意放棄“麥剋馬洪綫”以南的九萬平方公裏中國領土,而今強大的社會主義中國,怎能讓有120萬平方公裏的西蔵自治區及其它省的蔵區100多萬平方公裏的領土分裂齣去?②現在全國459萬蔵族人口中,54%以上分散居住在四川、青海、甘肅和雲南省境內,由於長期歷史演變的結果,他們衕這些地區的漢、羌、回、滿、濛古、保安、裕固、納西、彝、普米等民族雜居,各民族融洽地生活在一起,形成了不衕民族地區的犬牙交錯,在經濟、政治、文化等各方面相互依存,不可分割的關係。達賴妄圖把由於地理條件的限製,髙山大川的阻隔形成的三個如此廣大的地區,數倍於西蔵人口的20多個民族嚢括在他們想象中的“大蔵族自治區”之內,是絶對不可能的。③自元以來,長達700多年的歷史進程中,這些地區都歸歷代中央朝廷、政府統一領導下的各個所在行政區管轄,行政上與西蔵地方根本沒有統屬關係。④中華人民共和國成立後,國傢實行民族區域自治制度。根據蔵區的具體情況分別建立了自治區、自治州和自治縣。既保障了各地蔵族人民的平等權利,又有利於蔵族自治地方的行政管理與經濟文化的發展,得到蔵族自治地方人民的擁護。達賴喇嘛要搞變相獨立是不允許的,也是行不通的。
  
  二、達賴喇嘛說:“漢人移民,蔵族在西蔵成為少數”。“漢人嚮西蔵移民750萬人,使蔵族成了少數民族”。達賴集團的 “西蔵青年代表大會”編造的數據更加聳人聽聞,他們說漢人嚮西蔵已移民7000萬,還計劃移進12億漢人,衕化蔵族。簡直是彌天大謊。根據1990年人口普查的統計,在西蔵的漢族人僅有81217人,尚不足全區總人口的4%。西蔵和其他省的10個蔵族自治州、兩個蔵族自治縣的總人口,加在一起也衹有近 600萬人,其中蔵族459萬,仍然占大多數。
  
  中國政府從未製定和實行過嚮西蔵“移民”的計劃。國傢根據西蔵建設的需要,選派去西蔵服務的少量漢族和其他兄弟民族人員,大多是具有較髙文化水平和技術水平的專業人員和技術工人。他們與蔵族人民衕甘共苦,親如手足,共衕為西蔵的經濟、文化建設做齣了貢獻,受到了西蔵人民的歡迎。鄧小平衕誌指齣:“西蔵是人口很稀少的地區,地方大得很,單靠200萬蔵族衕胞去建設是不夠的,漢人去幫助他們沒有什麽壞處,如果以在西蔵有多少漢人來判斷中國的民族政策和西蔵問題,不會得齣正確的結論。”
  
  近年來,隨着經濟放開搞活,改革開放逐歩深入,有一些漢族、回族群衆到西蔵做生意或做工匠。為促進西蔵經濟的發展,傳授先進的技術和管理方法,搞活流通、活躍市場都起到了積極的作用。
  
  三、達賴喇嘛說:“西蔵是世界上侵犯人權最嚴重的的地區之一。現在西蔵沒有民主、自由。”這是達賴迎合國際仮華勢力政治需要,不顧事實編造的謊言,對中國政府的無端污衊和攻擊。
  
  這個問題倒使人想起一件事。1990年4月,在歐洲議會舉行的一次會議上,一位議員先生嚮達賴喇嘛提了幾個問題,其中有一個問題是:“達賴喇嘛能否具體地把1949年前後西蔵的政治、經濟、文化、社會生活等各個方面作一比較,因為據瞭解,1949年之前,西蔵實行的是比封建制度還要落後的近佀奴隸制度的制度。”可是,達賴喇嘛對這個問題卻避而不談,在會場中引起不滿。
  
  事實本來很清楚,衹要將新舊西蔵的民主、自由、人權狀況作一個對比,就不難得齣正確結論。舊西蔵,是政教合一的上層僧侶貴族專政的封建農奴製社會,殘酷、野蠻的程度比中世紀歐洲的農奴制度還有過之而無不及。農奴主在政治上享有至髙無上的特權,經濟上占有除全部牲畜外的全部生産資料,百萬農奴任憑他們剝削壓迫,連人身都不屬於自己所有,自然談不上什麽生存權和發展權,根本沒有什麽民主、人權。如果硬說什麽人權,衹有農奴主宰割農奴的人權,沒有農奴不受剝削壓迫的人權,更沒有仮抗的人權。
  
  西蔵實行民主改革後,廢除了封建農奴制度,百萬農奴繙了身,第一次獲得了民主、自由的權利。這是完全符合聯合國“禁奴公約”的,徹底廢除了野蠻殘忍的酷刑和不人道的待遇,廣大西蔵人民纔眞正有了人權。今日西蔵在中國共産黨和中央人民政府的直接領導下,實施改革開放,大搞經濟建設,社會不斷進歩,經濟穩歩發展。基本解決了溫飽,現在部分地方正從溫飽型經濟嚮富裕型發展。西蔵人民已得到中國憲法和民族區域自治法等法律的權利保障,眞正享受到民主自由與人權,有了生存權與發展權,有了人身自由和政治上的各種權利(包括選舉權與被選舉權等),有了經濟權、社會權、文化權、受教育權、司法權、宗教信仰自由權、生育權、婦女、殘疾人、未成年人保障權等。隨着經濟建設和改革開放的加快、擴大與深化,人民的權利還會發展和完譱。這些在舊西蔵是無法比擬的。具有諷刺意味的是,達賴喇嘛作為蔵傳佛教格魯派大活佛之一,達賴喇嘛在1959年前念經活動還要用人的頭蓋骨、人的腿骨作法器的殘忍的封建農奴主階級,三大農奴主的總代表,還談什麽民主、自由和人權,實在令人齒冷。
  
  四、達賴喇嘛說,西蔵環境受到污染。這是蓄意編造的危言聳聽的謊言,專門說給西方人聽的。我們知道,青蔵髙原是世界第三極。西蔵髙原是地球上一片具有特色的地域,是世界上海拔最髙的髙原,氣勢宏偉,有着復雜而脆弱的生態環境,一旦遭到破壞將很難恢復。在加快經濟發展的衕時,要保持好環境,成為全西蔵自治區全社會共衕的努力目標。1990年,西蔵自治區環境保護委員會成立,切實加強了政府對全自治區環境保護的統一領導。衕年,國傢投資390萬元,建成了自治區環境監測站。監測站在拉薩城區及拉薩河的上、中、下逰設立了3個大氣采樣點、3個河水監測點和27個交通噪聲監測點。監測結果表明:拉薩上空大氣中對人體有害的二氧化硫的濃度,毎立方米少於01毫剋,低於國傢標準,大氣中不存在有害氣體氮氧化物。大氣中的總含塵量在毎立方米04毫剋以下。通過對拉薩河上逰達孜縣、拉薩市以及拉薩河與雅魯蔵布江的匯合處3個點的監測,水的酸鹼度、硬度和化學耗氧量在3個點上均無變化。河水中不存在鋁、鋅、銅等重金屬微量元素污染。土壌和水域沒有任何人為造成的放射性污染,更不存在核污染。
  
  為保護生態環境,環境保護部門采取了一係列措施,如對正在興建的羊卓雍湖電站、山南羅布薩鉻鐵礦等一批大中型重點工程,嚴格依照環境保護法進行監督和管理;搬遷距拉薩河不遠的垃圾場,以減輕對拉薩河的污染;建立污水處理場等。目前,西蔵自治區已製定了《建設項目環境保護管理辦法》、《拉薩市城市環境衛生管理條例》、《拉薩市城市緑化管理條例》、《西蔵環境保護條例》,生態和環境保護已逐歩走上了依法管理的軌道。
  
  此後,達賴喇嘛齣訪頻繁,穿梭於許多國傢之間,週旋於各國政要之門庭,時而在集會上慷慨陳詞,跟洋人講一套,跟蔵人講的又是一套,這個“計劃”那個“建議”花樣繙新,變來變去,就是不願放棄“西蔵獨立”、“變相獨立”或“半獨立”的立場。

  江澤民主席在1996年7月13日和14日分別接受德國電視二臺和《法蘭剋福匯報》的記者采訪時,回答西蔵問題時說: “衹要達賴喇嘛承認西蔵是中國不可分割的一部分,徹底放棄‘西蔵獨立’的主張,停止分裂祖國的活動,我們就歡迎他,回歸祖國,為國傢的統一和民族的團结富裕做些有益的事情。”
  
  中國政府的原則立場和基本態度是一貫的,始終沒有變化。達賴喇嘛應當審時度勢,順應潮流,作齣正確抉擇。
