秦文公,秦襄公之子建立新都,文公元年(前765),文公住在西垂宮。三年(前763),
秦文公從西垂宮帶着七百名兵卒到東邊去打獵,經甘肅的天水、麥積山、吳砦至甘、陝交壤的陝西鳳閣嶺、晁峪、甘峪、硤石,四年(前762),他們到達汧、渭兩河的交會之處,(今陝西寶雞、眉縣附近),文公說:“從前,周朝把這裏賜給我的祖先秦嬴做封邑,後來我們終於成了諸侯。”於是占卜這裏是否適宜居住,占卜的結果說吉利,就在這裏營造起城邑。十年(前756),開始建造祭天地的鄜(fū,夫)畤,用牛羊豬三種牲畜舉行祭祀。十三年(前753),開始設立史官記載大事,百姓大多受到教化。十六年(前750),文公派兵討伐西戎,西戎敗逃。於是文公就收集周朝的遺民歸為己有,地盤擴展到岐山,把岐山以東的土地獻給周天子。十九年(前747),得到一塊名叫“陳寶”的異石。二十年(前746),開始設立誅滅三族的刑罰。二十七年(前739),砍伐南山的大梓樹,梓樹中竄出一頭大青牛逃進了豐水。四十八年(前718),文公的太子去世,賜謚號為竫(jìng,靜)公。竫公的長子立為太子,他是文公的孫子。五十年(前716),文公去世,埋葬在西山。
