秦文公,秦襄公之子建立新都,文公元年(前765),文公住在西垂宫。三年(前763),
秦文公从西垂宫带着七百名兵卒到东边去打猎,经甘肃的天水、麦积山、吴砦至甘、陕交壤的陕西凤阁岭、晁峪、甘峪、硖石,四年(前762),他们到达汧、渭两河的交会之处,(今陕西宝鸡、眉县附近),文公说:“从前,周朝把这里赐给我的祖先秦嬴做封邑,后来我们终于成了诸侯。”于是占卜这里是否适宜居住,占卜的结果说吉利,就在这里营造起城邑。十年(前756),开始建造祭天地的鄜(fū,夫)畤,用牛羊猪三种牲畜举行祭祀。十三年(前753),开始设立史官记载大事,百姓大多受到教化。十六年(前750),文公派兵讨伐西戎,西戎败逃。于是文公就收集周朝的遗民归为己有,地盘扩展到岐山,把岐山以东的土地献给周天子。十九年(前747),得到一块名叫“陈宝”的异石。二十年(前746),开始设立诛灭三族的刑罚。二十七年(前739),砍伐南山的大梓树,梓树中窜出一头大青牛逃进了丰水。四十八年(前718),文公的太子去世,赐谥号为竫(jìng,静)公。竫公的长子立为太子,他是文公的孙子。五十年(前716),文公去世,埋葬在西山。
