秦文公，秦襄公之子建立新都，文公元年（前765），文公住在西垂宫。三年（前763），
秦文公从西垂宫带着七百名兵卒到东边去打猎，经甘肃的天水、麦积山、吴砦至甘、陕交壤的陕西凤阁岭、晁峪、甘峪、硖石，四年（前762），他们到达汧、渭两河的交会之处，（今陕西宝鸡、眉县附近），文公说：“从前，周朝把这里赐给我的祖先秦嬴做封邑，后来我们终于成了诸侯。”于是占卜这里是否适宜居住，占卜的结果说吉利，就在这里营造起城邑。十年（前756），开始建造祭天地的鄜（fū，夫）畤，用牛羊猪三种牲畜举行祭祀。十三年（前753），开始设立史官记载大事，百姓大多受到教化。十六年（前750），文公派兵讨伐西戎，西戎败逃。于是文公就收集周朝的遗民归为己有，地盘扩展到岐山，把岐山以东的土地献给周天子。十九年（前747），得到一块名叫“陈宝”的异石。二十年（前746），开始设立诛灭三族的刑罚。二十七年（前739），砍伐南山的大梓树，梓树中窜出一头大青牛逃进了丰水。四十八年（前718），文公的太子去世，赐谥号为竫（jìng，静）公。竫公的长子立为太子，他是文公的孙子。五十年（前716），文公去世，埋葬在西山。
