春時秦國國君。嬴姓，名字失傳。憲公之子。前677——前676年在位。
秦德公即位以，展生産，將國都遷至今天的陝西省鳳翔縣，自此數百年秦穩定地以此為都。此時，秦人祭祀的規模也越來越大，開始用牛、羊、豬各三百頭在今陝西境內的鄜縣祭祀天地。
