時值秦國大亂，來大將伍封大敗秦、巴、蜀三國聯軍，平定秦國之亂，立秦厲共公贏利。《史記》的〈十二諸侯年〉，記載止於悼公去世之年。說老子李耳曾騎青牛離鄉西行，過函關，直抵陽見
秦悼公，勸說君主實行德政，以道治國。
