Born in 1946 in Toyama Prefecture, Japan, from Tokyo University of Literature Department of the Prime Minister of Japan after graduation to work as the government room to play the youngest women officials. Author of Japan in 1978 for the first "women's White Paper" in 1980 went to study at Harvard University, then served as vice governor of Saitama Prefecture, Japan, Consul-General in Brisbane, Australia, the Cabinet Secretary for men and women to participate in programs, resigned from office in 2003, serving in Japan Showa Women's University.
