其兄凌霄，同治癸酉(一八七三年)科舉人，光緒庚辰(一八八○年)科進士。其老住宅門上有“太史第”匾額，即凌霄得第時懸上的。四兄凌雯，字彤階，光緒癸巳(一八九三年)科舉人。
高凌霨行五，其兩兄均有聲於天津文壇，興辦教育，參與編寫天津縣志等工作。高凌霨則一生從政，浮沉宦海多年。
一九○○年(光緒庚子年)義和團運動以來，高凌霨以捐班知府分發湖北候補，住在武昌，這時張之洞正任兩湖總督。張在以前任兩廣總督時，其青縣同鄉高崇基任廣東藩臺和廣西巡撫等職，與張之洞相處共事，最為融洽，高凌霨在張之洞面前，冒認高崇基為同族，騙取了張的信任，不斷地被委以要缺，直到清末，高竟當上湖北提學使。按提學使乃過去學政所改，照例應當進士出身的人才可擔任，高凌霨竟以舉人身份任了學使，可稱異數。民國初年劉若曾任直隸民政長，高凌霨被任為民政司長，嗣又進入北洋政府，從此扶搖直上，長期成為直係曹錕的紅人。
在一九二三年曹錕賄選總統以前，當時直係內部分成津、保、洛三派。高凌霨、曹銳、邊守靖三人，是津派的中堅人物；曹錕是保派首腦；吳佩孚是洛派首腦。津派是堅主急進賄選的一派。當時吳佩孚主張緩進，與津派形成對立，爭執甚力，結果由保派居間調處，洛派遷就了津派，遂演出了驅黎(元洪)賄選的一幕醜劇。
在直係酲釀賄選當中，高凌霨曾任臨時攝政大總統。曹錕當選大總統，高凌霨一度被任為國務總理，後來改任稅務督辦。
一九二四年，馮玉祥倒直，發動北京政變，曹錕被囚，高凌霨逃到天津，繼又潛往上海，住了一年多。
一九二六年，高凌霨由上海回到天津，寓居日租界桃山街，逐漸與親日派接觸，並參加了日本駐軍直接控製的“中日同道會”，熱衷於親日活動。“九一八”事變以後，日本帝國主義為了繼續嚮華北擴展勢力，特派日本僧人吉井芳純來華，在天津成立了“中日密教研究會”，推段祺瑞為會長，高凌霨、王揖唐分任副會長，以佛教為掩飾，進行陰謀政治活動。這時，高凌霨常與偽滿外交部大臣張燕卿(張之洞之子)暗通消息，實際上張是高聯絡日寇各方面關係的主要渠道。
一九三二年，南京國民政府通令各省重修省志，河北省成立了通志館，高凌霨被任為通志館館長。
一九三五年，冀察政務委員會在北平成立，宋哲元為委員長，高凌霨出任委員。這時，高凌霨由於積極為日本帝國主義效勞而獲得日本主子的青睞。當日本帝國主義决定采取軍事手段占領中國後，在天津需要一個有相當政治資格的人士出來維持地方，以配合其侵略步伐。當時住在天津的軍閥、官僚們，熱衷於這一席位的是大有人在，其中以高凌霨，齊燮元，鈕傳善等為爭奪未來的天津市長表現得最突出，最後，終以高凌霨最合乎日寇的要求。因為他是天津人，曾任過北洋政府的總長、國務總理，並攝行過大總統的職務，所以被日本人看重。
當“七七”事變爆發後，日寇攻占了天津，首先在宙緯路河北省通志館高凌霨宅前設崗，予以“保護”。從這天開始，高凌霨便作為天津市治安維持會委員長，沐猴而冠，粉墨登場，心安理得地當上了漢姦。高主持維持會四個多月，一切聽從日寇的擺布，為虎作倀，駡聲載道。同年鼕天，偽華北臨時政府在北平成立，高繼續任政府委員、天津市市長、河北省省長等偽職。
漢姦新貴蠅營狗苟，高凌霨的天津市長上任不幾天就被潘毓桂取而代之。到一九三九年，高的河北省省長職位也失掉，衹好鬱鬱無聊地住在北京養老，不久死去。
高凌霨身後，其傢屬發出訃聞治喪。關於高的一生官階履歷，印在訃聞上的，僅有天津市治安維持會委員長，天津市市長和河北省省長等職，他在清季和民國以來其他官銜，全沒有印上。這與明末降臣洪承疇身後治喪訃告但登降清以後的官銜，是如出一轍，見者多認為洪承疇無獨有偶了。
