耶律普速完是辽仁宗耶律夷列的妹妹，为西辽第四任统治者。仁宗在1163年死后，其子尚年幼，遗诏由其妹
耶律普速完权理国事，改元崇福，号承天太后。
她的丈夫是萧朵鲁不。她与丈夫之弟朴古只沙里私通，把丈夫改为东平王，后来又杀了他。崇福十四年（1177年），萧朵鲁不之父斡里剌以兵围其宫，射杀普速完及朴古只沙里。仁宗子耶律直鲁古即位，改元天禧，是为西辽末主。
