蕭塔不煙，是西遼開國皇帝耶律大石的皇后。耶律大石在康國十年（1143年）去世時，他的兒子耶律夷列尚年幼，遵照德宗遺命，由皇后權理國事，改元清。她殺金朝派出的使節粘割韓奴。
