第82代天皇：鳥羽天皇（1180-1239）（在位1183-1198）（院政1199-1222）
鳥羽天皇是高倉天皇的四皇子，安德天皇的弟弟。1183年，平氏挾持安德天皇西逃，京都方面决定擁立新君。當時高倉天皇的皇子，次子貞成親王被平氏帶走，於是在三子和四子中間抽簽决定，結果4歲的尊成親王中標，當即繼位為鳥羽天皇。在日本歷史上首次出現兩天皇立的局。
駐紮在京都的木曾義仲自恃有功，不把白河上皇和天皇朝廷放在眼，也把白河上皇軟禁起來。木曾義仲雖然是個傑出的軍事，卻缺乏應付雜形勢的政治能力。當時，白河法皇代的貴族勢力與源賴朝的武士勢力錯綜雜交叉在一起，法皇尤其慣於在衆武士間離間取利。來源義經攻打木曾義仲，把他殺死。
1185年，源氏乘西，追剿平氏。3月份，當源氏軍隊在四國附近的之浦海猛烈攻擊平氏的戰船的時候，平清盛的妻子（人稱二位尼）抱着外孫--8歲的安德天皇，跳入海中。平氏族的其他成員都赴海殉難，這個不可一世的霸道族就這樣自己走受不了毀滅。蹈海的小天皇身上還帶着天皇的信物，玉璽和寶劍。源氏軍人們搶得另一件信物--寶鏡，可憐的神器再次遭劫。傳說來玉璽和寶劍竟然違反阿基米德定律又浮出水，由源義經帶京都，獻給皇后鳥羽天皇。
不久又傳出安德天皇跳海救的傳聞。甚至直到二次大戰，硫磺島還有一個“長浜天皇”自稱是安德天皇的直皇后代。
壽永二年（1183）七月二十五日，平一門退出京都，裹脅安德天皇落魄而去。此京都就處於無主的階段，或是等待安德天皇歸京，或是另立新的天皇，京都之人無不在心下暗自衡量揣測。
陰陽寮神官的占卜否定等待安德天皇還的可能，白河法皇於是决意擁立新的天皇以奉迎源氏入京。
皇位的候補者其時正有兩位，已故高倉天皇第三皇子惟明親王和第四皇子尊成親王。
雖然神官再次占卜的結果以惟明親王繼位天皇為最吉，然而由於法皇所寵愛之女妃丹局的影響，法皇更為傾於讓尊成親王繼位天皇。
不久，響應以仁王“平氏討伐詔”而舉事的木曾義仲入主京都，以強硬的姿態擁戴已故以仁王遺子北陸宮。由於有強大的武力作為盾，他的主張給朝廷以莫大的壓力。
法皇重臣殿基房、近衛基通、藤原經宗和九條兼實四人詢解决的辦法，除兼實托病不肯外表電表看法，其他三人一致的意見是將天皇繼位的人選問題交由神意解决。
神的意志畢竟是凡人所無法抵觸的，即便是強橫如木曾這樣的西楚霸王對此也不能不低頭的。再度算的結果正皇后白河法皇的心思，尊成親王於壽永二年八月二十日正式繼位為鳥羽天皇。
尊成親王生於治承四年（1180）七月十五日，是為高倉天皇第四皇子，生母為正三位修理大夫藤原信隆的女兒七條殖子。
