第82代天皇：後鳥羽天皇（1180-1239）（在位1183-1198）（院政1199-1222）
後鳥羽天皇是髙倉天皇的四皇子，安德天皇的弟弟。1183年，平氏挾持安德天皇西逃，京都方面決定擁立新君。當時髙倉天皇的皇子，次子貞成親王被平氏帶走，於是在三子和四子中間抽簽決定，結果4歲的尊成親王中標，當即繼位為後鳥羽天皇。在日本歷史上首次齣現兩天皇並立的局面。
駐紮在京都的木曾義仲自恃有功，不把後白河上皇和天皇朝廷放在眼裏，也把後白河上皇軟禁起來。木曾義仲雖然是個傑齣的軍事傢，卻缺乏應付復雜形勢的政治能力。當時，後白河法皇代表的貴族勢力與源賴朝的武士勢力錯綜復雜交叉在一起，法皇尤其慣於在衆武士間離間取利。後來源義經攻打木曾義仲，把他殺死。
1185年，源氏乘勝西徵，追剿平氏。3月份，當源氏軍隊在四國附近的壇之浦海面猛煭攻擊平氏的戰船的時候，平清盛的妻子（人稱二位尼）抱着外孫--8歲的安德天皇，跳入海中。平氏傢族的其他成員都赴海殉難，這個不可一世的霸道傢族就這樣自己走嚮了毀滅。蹈海的小天皇身上還帶着天皇的信物，玉璽和寶劍。源氏軍人們衹搶得另一件信物--寶鏡，可憐的神器再次遭劫。傳說後來玉璽和寶劍竟然違仮了阿基米德定律又浮齣了水面，由源義經帶回京都，獻給了後鳥羽天皇。
不久又傳齣安德天皇跳海獲救的傳聞。甚至直到二次大戰後，硫磺島還有一個“長浜天皇”自稱是安德天皇的直係後代。
壽永二年（1183）七月二十五日，平傢一門退齣京都，裹脅安德天皇落魄而去。此後京都就處於無主的階段，或是等待安德天皇歸京，或是另立新的天皇，京都之人無不在心下暗自衡量揣測。
陰陽寮神官的占卜否定了等待安德天皇還禦的可能，後白河法皇於是決意擁立新的天皇以奉迎源氏入京。
皇位的候補者其時正有兩位，已故髙倉天皇第三皇子惟明親王和第四皇子尊成親王。
雖然神官再次占卜的結果以惟明親王繼位天皇為最吉，然而由於法皇所寵愛之女妃丹後局的影響，法皇更為傾嚮於讓尊成親王繼位天皇。
不久，響應以仁王“平氏討伐詔”而舉事的木曾義仲入主京都，以強硬的姿態擁戴已故以仁王遺子北陸宮。由於有強大的武力作為後盾，他的主張給朝廷以莫大的壓力。
法皇嚮重臣鬆殿基房、近衛基通、藤原經宗和九條兼實四人徵詢解決的辦法，除了兼實托病不肯發表看法，其他三人一致的意見是將天皇繼位的人選問題交由神意解決。
神的意誌畢竟是凡人所無法抵觸的，即便是強橫如木曾這樣的西楚霸王對此也不能不低頭的。再度卜算的結果正合後白河法皇的心思，尊成親王於壽永二年八月二十日正式繼位為後鳥羽天皇。
尊成親王生於治承四年（1180）七月十五日，是為髙倉天皇第四皇子，生母為正三位修理大夫藤原信隆的女兒七條殖子。
