美国宾州罗文斯坦学院的一项研究表明，布什的智商(IQ)指数为91，仅为前任克林顿(182)的一半，是过去50年来美国总统中最低的一个。老布什只比他略高，为98，在过去半个世纪内的12位美国总统中，只有布什父子智商在100以下，但他却有着极高的情商，而这实在是他制胜的法宝。无论是合作精神、领导艺术，还是个人魅力，布什都不逊色于一些杰出的领导人，尤其是在“9·11”之后，布什的一些特质充分地得到展现，并成为赢得民众支持的关键。
