　　交通堵塞是由于交通设施能力不足或非正常情况所引起的一定数量的交通车辆在公路上的滞留。主要表现为车辆不能在道路上正常行驶。分为交叉路口车辆转向引起的交通堵塞，线路超负荷引起的交通堵塞，交通高峰期引起的交通堵塞，交通事故引起的交通堵塞和特殊原因引起的交通堵塞等。
