謂普遍鼓動推行 Encouraging the implementation of the so-called universal　　謂普遍鼓動推行。《舊唐書·文宗紀上》：“朕方推大信，置人心腹，庶使諸侯方嶽，鼓洽道化，夷貊飛走，暢泳治功。”
