劇情介紹
Surveillance(監視) 是法文，英文的意思是“eye in the sky”，意指“跟蹤”和“監視”就好比“天上的一隻眼睛”，要“看”和“記下看到的一切”，不冷眼旁觀，就會影響判斷，過份流露感受會招致危險……
刑事情報科跟蹤隊俗稱警察“狗仔隊”，這批“狗仔隊”的特點是樣子平凡、絶不起眼，但這正有利於跟蹤和監視工作。他們就好像“天上的眼睛”，冷眼旁觀地把搜集到的綫索，轉變成破案關鍵。
“狗仔隊”隊長黃文展(任達華飾)帶領着新人何傢寶(徐子珊飾)和幾名隊員，正跟蹤一名珠寶劫案疑犯。他們的跟蹤對象陳重山(梁傢輝飾)曾策劃多次打劫行動，對警察有強烈的警覺，就如能感應到身旁任何警察的出現，令他多次成功避過警方的追捕。陳重山的警覺性，成了黃文展等人的一大難題。儘管天網恢恢，“狗仔隊”的監視網正一步一步嚮陳重山收緊，但陳重山的行動卻總是出乎他們的意料之外。在繁忙的香港鬧市中，一場貓捉老鼠的遊戲沒完沒了地進行着……
天網恢恢，陳重山終落入狗仔隊的跟蹤網，但山的小心成為狗仔隊的難題，但狗仔隊的平凡也成為山的死穴……
