什么是跨越式发展
　　所谓“跨越式发展”，是指一定历史条件下落后者对先行者走过的某个发展阶段的超常规的赶超行为。既然是“超常规”，它就不是通过单纯地加快速度可以实现的。今天，当对国际发展趋势有了正确的分析，对过去所走过的道路进行深刻的反思，以及对我国现实发展状况有了比较明确的认识之后，我们所提出的跨越式发展战略与传统工业发展过程中任何一个时期的“赶超型”战略不同。它必然要突破传统工业化道路中单纯追求“速度型”增长，避免经济发展中的短期行为，以及“单项突进”的发展模式，而追求一种速度与效率并重，当前发展与长远发展兼顾，经济和社会、生态环境协调发展的模式。
　　跨越式发展是一种快速度的发展，要在遵循发展规律的前提下，用尽可能短的时间达到目标；跨越式发展是一种高水平的发展，要在科技进步的推动下，努力实现产业、技术、质量、效益的新跨越；跨越式发展是一种赶超先进的发展，要在提高综合竞争力的前提下，缩小与发达地区的差距，甚至赶上和超过发达地区；跨越式发展不仅是一种超常规的发展，而且也是一种非均衡的发展，即它不是全面、平行地推进，而是可以在不同的领域有先有后、有所侧重；跨越式发展是一种可持续发展，要在经济社会发展和人口、资源、环境相协调的情况下，提高可持续发展能力，使经济社会发展始终充满生机和活力。
