　　1949年为城北乡，1950年分为黄坦、城北2乡，1958年合为城北公社，同年并入乐成公社，为城北管理区、黄坦洞管理区，1961年2个管理区合为城北公社，1983年复置乡。位于市境中部，与永嘉县相邻，距市区6.4公里。面积40.1平方公里，人口1万。有公路通乐成镇，与104国道连接。辖里章、松罗、郭公山、黄坦洞、章山、仰根、济头、山峰垟、龙台头、黄底、马龙头、后步坐、林山、坭垟、秦垟北、垟下、秦垟南17个村委会。以农业为主，主种番薯。盛产毛竹、茶叶，特产有生姜、靛青。工业有电器、头盔等产品。建有仰根水库，小电站多处。
