　　永昌地处河西走廊东部、祁连山北麓、阿拉善台地南缘。东邻武威、北接金川、西迎山丹、南与肃南接壤。位于东经101°04′—102°43′，北纬37°47′—38°39′。东西最长距离144.8公里，南北最宽距离144.55公里，总面积7439.27平方公里，总人口24.3万人，辖于中国镍都——甘肃省金昌市。 　　县人民政府住所地城关镇，邮政编码：737200，电话区号：0935. 　　行政区划 　　下辖4镇6乡，109个行政村。895个村民小组，5个街道办事处，13个居民委员会。永昌县辖城关镇、河西堡镇、新城子镇、朱王堡镇、东寨镇、水源镇、红山窑乡、焦家庄乡、六坝乡、南坝乡。 　　自然地理 　　境内地势以山地、平原为主，与戈壁沙漠东西展开，南北山岭夹峙，相间排列，山地平川交错，绿洲荒漠绵延。最低海拔1452米，最高海拔4442米，平均海拔2000米，耕地海拔1452--400米。气候属温带大陆性气候，冬无严寒，夏无酷暑，年平均气温4.8℃，平均降水量185.1毫米，无霜期134天。年平均日照2884.2小时，日照率65%。年蒸发量2000.6毫米。 　　资源环境 　　永昌自然矿藏丰富。全县已经探明的矿产资源约60余种，矿产地90多处，其中大型矿床约20种，中小型矿床难以定数。除包括镍在内的铁、铜、锰、锌、铝、铅、钨、铀、锑等金属矿藏外，非金属矿产有花岗石、大理石、陶土、膨润土、石英砂、石灰石、白云石、硅石、水晶石、冰洲石、王髓玛瑙等。储量丰富，潜力无限，亟待投资开发。其中煤炭、花岗石储量尤为丰富，产量居甘肃省前列。 丰富的水电资源是永昌县作为全国商品粮基地的有力支撑。境内地表水资源总量年均5.37亿立方米，水能理论蕴藏量11.6万千瓦。辖区内建有火电厂一座，装机容量30万千瓦，年发电量18亿千瓦时以上；现已建成梯级小水电站五座，年发电量600万千瓦时以上，成为乡镇企业、合资企业和地方工业发展的能源保障。1996年国务院授予“农村水电电气化县称号”。永昌交通便利，通讯发达。国道312线和兰新铁路东西横贯全境；县、乡公路四通八达，交错成网，公路硬化率达100%。县城距中川机场280公里。程控电话装机容量12000门，县城电话普及率达74%，已与国际国内联网。开通了移动电话和农村“一点多址”微波电话。西兰乌光缆东西穿越县境。永昌历史悠久，文化灿烂。勤劳敦厚的永昌人民早在四千年前的原始社会就繁衍生息在这块土地上。汉、魏、隋、唐、宋、元、明、清共历鸾鸟、番和、骊靬、显美、焉支、嘉麟、天宝、永昌八县相沿至今。悠久辉煌的历史为留下了大量的名胜古迹、文物典籍，提供了历史沿革和自然风情相交织的旅游资源。 　　经济发展 　　永昌地域广阔，土地肥沃，农业土地资源开发潜力颇大，其中现存耕地58万亩是河西走廊的主要产粮区，甘肃省粮油生产大县，1994年被列为全国商品粮基地县。每年为国家提供的商品粮占全省的十五分之一，商品油占全省的九分之一，甜菜、黑瓜籽、大豆均已形成规模种植。森林覆盖率高达12.1%。南部祁连山原始森林苍郁丰茂，松杉柏桦，破土生金。西大河、东大河、金川河三河沿崖杨柳成林，封山育林工程浩大，成效卓越，造林面积14万亩，有效地防止了风沙移山，禾稼受害，维护了植被完整，生态平衡。祁连山终年积雪形成的雪水资源，不仅养育了永昌的高产农业，而且也使永昌的水产养殖形成规模。本地鱼种鲫鱼、鲤鱼、草鱼销售市场良好，从美国引进的世界四大名鱼之一的虹鳟鱼早已饮誉丝绸之路。 　　县境内有中央、省、市大中型企业20余家，以冶金、化工、电力、铸造等行业驰名全国，有力地带动地方工业和乡镇企业向前发展。永昌县工业示范区在1995年被确定为全国乡镇企业东西合作示范区。全县工业涉及粮油加工、矿业采掘、建筑材料、金属冶炼、纺织地毯、机械制造、造纸等22个行业，160多个品种。其中部分产品已获得全国全省名牌产品的盛誉，也有部分产品问鼎海外。 目前，永昌文化、教育、科技、体育、卫生、社会保险保障等各项事业都已同步齐飞；交通、通讯、城市建设、环境保护立体交叉，相辅相成。县内基础设施配套，功能齐全；城市道路宽阔笔直，楼房林立；商业服务渐趋一流，食宿之地、购物中心、娱乐中心和游览场所众多，分布均匀，质量上乘，强化了城市服务功能。 　　区划变迁 　　1.县境政区的变化 　　①西汉至南北朝时期。今县境内先后置鸾鸟、番禾、骊靬、显美、焉支、新鄣等县，其具体界线虽无从查考，但均位于今东大河和西大河流域中、上游。到后周，废显美县，其地并入姑臧(今武威县)，这是一次较大的政区变化。 　　②隋至元朝时期。隋朝，境内务县并入番禾县，基本形成了统一的县级行政区域。之后县名虽多有变更，政区却无大的变动，县的治所开始就确定在今县城址。元朝始以永昌为名设永昌路，行政区划扩大到今武威地区行署所辖各县，这是第二次大的政区变化。 　　⑧清朝时期。据清顺治十四年(1657)《丁酉重刊凉镇志》载：“永昌卫疆域东抵凉州，西接山丹，北连胡境，南距番族，广一百八十里，袤五百八十里”。但到乾隆五十年(1785)，疆域缩小到“东西广一百五十里，南北袤三百四十里”(乾隆五十年本《永昌县志》)，这是第三次大的变化。 　　2.县内区域划分的变化 　　清乾隆时，永昌县辖565庄，设4保、72甲、792牌。民国13年(1924)分为6个区，置72村。民国17年仍辖6区、22保、101甲。民国23年(1934)区改为乡，仍辖6乡，第2年又改乡为区。民国29年裁撤区署、联保改为乡公所，将原6区并为5乡。民国32年，县辖5乡、56保、545甲。到1949年，永昌县辖1镇、4乡、56保、523甲。中华人民共和国成立后的1950年，辖5区、30乡、117个行政村、428个自然村。1955年撤区并乡，将原8区、48乡合并为l镇、19乡，武威县丰乐区西校乡划为永昌县南坝乡。1958年，实行政社合一体制，全县改为6个人民公社。1959年6月，县内西河人民公社(包括新城子、河南坝、红山窑、水泉子)划入肃南县，同年9月复归永昌县。1961年将6社划分为25个公社，1964年又合并为13社。1971年11月，肃南县的皇城区划归永昌县，1972年12月又划归肃南县。到1980年，县辖有12个人民公社、2个镇、134个生产大队、974个生产队。1981年，由于成立金昌市，将原县辖的金川镇及双湾和宁远两个人民公社划入市辖的金川区，县辖公社减少到10个，镇1个。从1983年起，实行政社分开的体制，将人民公社改为乡人民政府，生产大队改为村民委员会(行政村)，生产队改为村民小组。1985年，新城子、朱王堡撤乡建镇。1993年，北海子乡与城关镇合并，成立城关镇人民政府。1996年，城关镇、朱王堡镇、河西堡镇三镇被列为省小城镇综合改革试点镇。2000年，水源、东寨撤乡建镇。至2003年底，全县共辖6个建置镇、4个乡，10个社区，111个村民委员会，917个村民小组。 古代零陵郡永昌县 　　东吴孙皓元兴元年~天纪四年（264~280），分泉陵县，置祁阳、永昌二县（另一说是民国《祁阳县志》载为东吴孙亮二年，即公元257年设县），祁阳县设县治（县城）于今祁东县金兰桥镇新桥头村，因县治地处古祁山（指衡南县之祁山，衡南称岐山，祁阳则算祁山）之南，故名祁阳。永昌县设县治于今祁东县砖塘镇烟合岭。当时祁阳境域限于清江流域和湘江以南的部分地区及今衡南县一部分地方。至两晋、南北朝时期，祁阳隶属未发生变化。 隋开皇九年（589），撤并州县，祁阳、永昌二县并入零陵。唐武德四年（621），恢复建置，永昌县并入祁阳县，祁阳县域面积扩大了一倍，达到3800多平方公里。不久废县。唐贞观四年（630），重新恢复祁阳县，仍属零陵郡。同时，将县治迁至老山湾（今祁阳县茅竹镇老山湾村和茶园村一带）。这时祁阳不仅版图扩大了，而且县治也迁到濒临湘江、交通方便的“四达之衢”的新址，经济、文化有了新的发展条件。其时手工制陶业最为发达；虽经“安史之乱”，而“湖湘尚宁”，以至唐末，经济、文化一直是发展的。1952年4月，将原祁阳县的东北部地区划出，另置祁东县。永昌县辖区大致为今湖南省永州市祁阳县东部以及今湖南省衡阳市祁东县南部。零陵郡郡治位于泉陵县（今湖南省永州市零陵区），辖区大致为今湖南省永州市、衡阳市西部、邵阳市南部、广西桂林市。
