二【平顶山市新城区】
　　平顶山市新城区的规划勾画了一条东南——西北走向的历史文化和生态发展轴线。新老城区之间通过生态园这条生态廊道相连。新城区的规划范围是北至漯宝铁路，东至姚孟电厂，西至毛营军铁专用线,南至水库，规划共分三个阶段：起步区7.6平方公里，近期规划面积40平方公里，远期规划面积100平方公里。新城区的规划形态是带状，交通流量主要是东西方向，新城区与老城区之间距离10公里，通过6条城市道路和规划的轻轨交通相互联系，十分钟即可到达。向西通过2条公路和郑石（郑州至石人山）高速公路与鲁山县和宝丰县相接，北部的漯平洛高速公路出入口在新区起步区东部2公里处，通过此入口向东南20公里处即可接许平南高速公路。四通八达，快捷顺畅的交通联系对新城区的建设必将起到积极的带动作用。
　　新城区起步区北依香山,湛河、漯宝铁路、漯平洛高速公路在北面穿过，白龟山水库西干渠纵贯南北。规划区内有坡度较缓的丘陵分布和近70平方公里的水库面积，自然资源丰富，为新城区的生态景观建设提供了有利的前提条件。新城区的规划引入生态城市、共生城市、新陈代谢城市等先进理念，体现出“以人为本”的精神和改善人居环境的意愿。同时规划一改过去“摊大饼”式的城市扩张模式，采取组团开发的概念，把城市结构分为行政办公区、教育科研区、居住商贸区、高新产业区等若干组团，从而为平顶山市远景建设制定出具有本地特色的可持续发展之路。
　　教育科研文化区位于新城区北部和起步区东部的锅底山一带。锅底山是平顶山学院新校区所在地，占地2000余亩,这里景色秀美，水库景色尽收眼底，是教书育人的理想用地。纬四路南侧从东至西分别为：平顶山市工业学校、平顶山工学院、平顶山卫校、平顶山金世纪高级中学，与纬四路北侧的文化居住用地一起构成新城区的教育文化景观轴线。目前，平顶山工学院、平顶山学院和金世纪高级中学的建设都已初具规模，教育产业的发展对周边的文化、居住用地的开发利用必将起到积极的带动作用。
　　行政办公、商业金融区位于主干道纬一路以北，该区域充分利用现有地形地势,依山就势，将办公、商业旅馆、居住、文娱、社交游憩等功能组织在一起，塑造出功能齐全，交通便利，生态优美且有文化内涵的城市公共空间。作为新城区的标志性建筑——市政大厦现已开工建设。市政大厦位于湖滨生态公园北部，背靠景色优美的中心公园，前面通过开阔庄重的中心文化公园和湖滨生态公园与水面相连，该区域以其便利的交通条件和市政大厦的主导带动作用构成新城区的核心区域。核心区的建设是带动新区发展的又一切实举措。
　　居住区主要沿滨水地带布局。规划的一类居住用地主要结合地势兴建阶梯式山地住宅，使每一户都有较好的视觉效果，达到推窗见水的视觉享受。住宅层数以2——4层为主，适当兴建别墅式高档住宅，以丰富居住用地的开发层次。二类居住用地以建设4——6层的现代化住宅为主，适当点缀高层，每个居住区都充分结合现状自然地形与周围环境，引入生态化、智能化概念，创造出富有生命活力的现代环境社区。
　　工业园区位于新城区西北部，以一类工业和仓储用地为主，主要发展无污染的高新科技产业，附带周边的商业金融设施及住宅产业，成为新城区发展的产业动力区。
　　新城区的给水、排水、电力、通讯、热力、燃气以及污水处理厂等市政工程规划也充分结合城市的发展需要，科学合理的确定管网走向和管线管径，做到一百年不落后，形成完备的市政基础设施系统。
　　新城区规划在强调功能布局合理，配套设施齐全的同时，还注重对自然景观的利用和人文景观的塑造。新城区生态景观可用“一轴两片三点两横四纵”来概括。一轴指香山寺、中心公园、中心广场、白龟沙洲景观轴；两片指北部香山寺和南部平西湖风景区；三点指东部森林公园、中心公园、西部休闲公园；两横指北边道路防护林景观带和南边临水湖滨生态休闲景观带；四纵是指南北向的生态廊道。新区风景旅游区主要包括香山寺风景区、平西湖风景区和新城区风景区。
　　香山寺风景区位于新城区北部，香山寺始建于东汉，传说观音菩萨在此修炼并完成汉化和女化过程的地方，在佛教界享有盛名。
　　水库风景区位于新城区南边的白龟山水库，这是一座碧波浩淼的人工湖泊，既有湖的秀姿，又有海的气魄，水域面积近70平方公里，库容可达9亿立方米。主要由湖泊景观、沙滩休闲带和水源保护区构成。
　　新城区景观区自东向西有水湾公园、东留村旧村改造商业街、凤凰山水上乐园、紫金山水湾度假区、水上船文化博物园、中心区湖滨公园、湿地候鸟生态园、鱼米之乡观光园、应国墓保护公园等十个风景旅游区；还有连接香山寺、城区、平西湖的四条南北向绿化生态廊道及道路景观带。
　　同时市区及周边还有众多的风景名胜区：如鲁山的石人山国家级风景名胜区，郏县的三苏坟，叶县的叶公祠，汝州的风穴寺，舞钢的石漫滩国家森林公园等丰富的旅游资源，为建设现代化滨水生态旅游城市提供了得天独厚得条件。
　　钟灵毓秀的落凫山麓，碧波荡漾的平西湖畔。这里是一片久远的土地，古时应国都城，千年风雨记载着沧桑；这里是一片动感的土地，脚手架构成立体图画，搅拌机正在欢声歌唱；看现在，新区建设热火朝天；观未来，新区将展现壮丽的画卷。新区的决策和建设者们，将通过制定土地利用、房地产开发、亲商服务、广揽人才等一系列优惠政策，打造一流的投资环境，实现最大的投资回报。这里是一片开放的热土，是平顶山未来发展的希望所在。
