Written Rules of "HuaHe Cup" 2007 Chinese Mainland and Oversea Poetry Competition and Non-governmental Magazines and Newspapers Joint Exhibition
1. Introduction
The 21st century is the century of Internet. While poetry is being swept to the periphery by the tide of commercialization, it is also gaining an unprecedented new strength from the wide spread of web technologies. Right now, the Chinese poetry experiences a very subtle situation, characterized by the weakening of governmental and planned poetry magazines and poets, folk poetry journals and poets are developing very quickly, as expressed by the saying: a hundred flowers bloom; let the arts have free expression. We can safely say that poetry is promoted the most rapidly by folk poets rather than the governments.
Meanwhile, numerous emerging nongovernmental magazines and newspapers have their own limits: small printing quantities, irregularly printing periods, narrow distribution channels, small popularity, which make it hard for them to maintain long-term growth and a far-reaching influence. As a matte of fact, this phenomenon should be blamed for the exhaustion of limited sources of funds. It also forces us to think in terms of: how could we develop in the long run? How to achieve the best result based on limited resources? It becomes evident that, for nongovernmental magazines and newspapers, as the top priorities, we must enhance the relationships among us, must improve our bilateral understanding and friendship, have a better communication, promote exchange, build a regular communication channel, share information and management experience. This is the original intention in organizing such a kind of event, namely, "HuaHe Cup" 2007 Chinese Mainland and Oversea Poetry Competition and Non-governmental Magazines and Newspapers Joint Exhibition.
In total, there are 32 magazines and newspapers from Mainland China and other areas around the world, taking part in this competition. In order to manage this event in an orderly manner, there has been a wide and thorough discussion among editor-in-charges of these magazines and newspapers, which leads to the current written rules of the Competition and Exhibition, based on a fair and rationale principal.
Just as a well-known Chinese poet, the chairman of the Competition, Mr. Lo Fu said in his congratulation letter to the magazine of Maple Review (North American Maple), “a platform or stage full of life, allowing many poets and authors to compete with each other”. We are building such a platform for our poetry amateurs and poets, to promote the Chinese poetry and input new energy into it.
2. Collaborating Magazines and Newspapers
There are 32 magazines and newspapers taking part in this Joint Competition:
Maple Review (North American Maple) (Canada), Poetry Critic (Zhejiang province, China), Golden Triangle (Shanghai), Aust Cai Hong Ying (Australia), China Wind Poetry (Hunan province), QiLu Poetry Newspaper (Shandong province), Love Poetry (Guangdong province), Haishang Wind (Shanghai), LongShu Literature (Anhui province), Beyond the Shore (Hubei province), Contemporary Poetry (Guizhou province), People's Selected Poetry (Guizhou province), North-west Poetry Newspaper (Gansu province), Big Cross (Guizhou province), Pingdu Authors' Newspaper (Shandong province), New Poetry Grand Sight (Hebei province), Shanbei Poetry Newspaper (Shanxi province), Ivy Poetry (USA), Forest Literature (Hubei province), GuPu Poetry (Henan province), World of Poetry in Prose (Fujiang province), Chinese Miniature Poetry (Chongqing), On the Road (Guizhou province), BeiHe Wind (Sichuan province), Chinese New Poetry (Beijing), Green Shade Poetry (Guangdong province), Hunan Poets (Hunan province), Anonym (Hunan province), Eastern Poetry Tide (Zhejiang province), Destination (Zhejiang province), Shoot Poetry Newpaper (Guangdong province), Islam Garden Poetry.
To achieve our goal, each magazine or newspaper must
1) have its own BBS forum;
2) set up a submission column to request for poems, and assume the work of the original selection process, and after which, each magazine or newspaper needs to submit qualified poems to the organizing committee. Need to indicate a submission date for each poem.
3) Recommend personnel to take part in the middle-round selection process.
4) Elect members for the advisory board: to let the advisory board have the final say on the competition results.
5) Publish news of the progress of the event, summaries of collaborating magazines and newspapers, and the final competition result in its magazine or newspaper, and BBS forum. All these documents and scripts will be drafted by the organizing committee.
6) Exchange hard copies of magazines or newspapers.
3. Conditions for Submission
The guidelines for submission:
1) Participant: no age limit;
2) Submission location: any BBS forum of the participating magazine or newspaper. Please marked as (2007 Competition) by the title for the submission.
3) Submission date: From January 1, 2007 to May 31, 2007.
4) Each person is only allowed to submit one poem, within the length of 100 lines. This poem should not have been published before on paper, and should be original. Its style can be either in modern poetry, poetry in prose, or traditional Chinese poetry. Its content should be healthy, positive, upwards and good. No politics please.
5) Multiple submissions are not allowed. Only the earliest one will be considered, in case more than one poem submitted.
6) Members of organizing committee, examiners, or advisors are allowed to submit poems for fun, but these poems will not be evaluated for any prize.
The copyrights of all submitted works will be owned by both the Competition and authors, no one else is allowed to post and/or publish them. Any usage from other media should obtain an agreement from the Competition.

4. Rewards
One first prize for the Competition: 2000yuan, certificate, and the poem will be translated into English;
Two second prizes: 500yuan each, certificate, and translated into English;
Five third prizes: 200yuan each, certificate.
A few honorable and special mentions.
In addition to the rewards, the organizing committee will organize an exhibition event, to showcase participating nongovernmental magazines and newspapers, possibly in Shanghai, and publish a special issue of journal, dedicated to the works of the Joint Competition, which will be distributed around the world.
This competition is partly sponsored by Mr. Xiaofang He, the chairman of the board of Shanghai HuaHe Industry Trading Corporation Ltd.
More sponsorship and contribution are welcomed from both organizational and personal sources.

6. Schedule
Nov. 27, 2006: Chinese Literature Society of North America proposed a Chinese poetry competition.
Dec. 4, 2006: Interested parties attended an online meeting, and discussed various issues of organizing the Competition.
Dec. 10, 2006: An invitation letter was posted online to request for participation in the Competition.
Jan. 1, 2007 to May 31, 2007: Request for submission and general selection.
June 1, 2007 to June 30, 2007: Middle term examination.
July 1, 2007 to July 31, 2007: Final Evaluation.
Aug. 1, 2007 to August 31, 2007: Announce the Competition results, editing, type setting, and publication of the special edition of "HuaHe Cup" 2007 Chinese Mainland and Oversea Poetry Competition and Non-governmental Magazines and Newspapers Joint Exhibition.
Sept. 25, 2007: Mid-Autumn Festival, joint exhibition, and a closing ceremony of the Competition.
7. Mid Examination
The editor-in-charge of each participating magazine of newspaper should submit qualified poems to the organizing committee, which will in turn get rid of duplicated submissions, remove author names, and mix them together, number each poem. The organizing committee will then allocate these poems to mid round examination teams.
The mid-term evaluation teams are composed of members recommended by participating magazines and newspapers. These members are divided into N teams. Each team is assigned one of the N parts of the poems. A director will be in charge of each team, handling selection, evaluation, voting, ranking, writing critic comments, and finally submitting the results to the organizing committee. A director should report the progress of evaluation process to the organizing committee regularly. Detailed comments should be given for each submitted poem, to be the basis for entering the final round of evaluation.
8. Final Evaluation
The organizing committee will distribute those poems submitted by the mid round examination teams to the final evaluation committee, which will consist of odd number of advisors.
The final evaluation committee should examine each poem carefully, write appropriate and detailed comments, and rank the winning works.
9. Special Edition of the Joint Competition
The fourth issue of North American Maple (Maple Review) will be used for the publication of the "HuaHe Cup" 2007 Chinese Mainland and Oversea Poetry Competition and Non-governmental Magazines and Newspapers Joint Exhibition.
Contents: award winning poems, English translations, comments and critics, English comments; Joint exhibition of works from various editor-in-charges, examination members, organizing committee members, and advisors; Summaries of collaborating magazines and newspapers; Information for each sponsor.
10. Joint Exhibition
It will be held on September 25, 2007, the Mid-Autumn Festival, which is a traditional festival for family reunion in China. A closing ceremony of the Competition might be held in Shanghai, pending on the conditions of collaborating organizations.

A Brief Introduction of 32 Magazines and Newspapers of the "HuaHe Cup" 2007 Competition
There are 32 nongovernmental magazines and newspapers participating in the "HuaHe Cup" 2007 Chinese Mainland and Oversea Poetry Competition and Non-governmental Magazines and Newspapers Joint Exhibition.
Nine features can be summarized from these participating nongovernmental magazines and newspapers for the event, which are typical for Chinese nongovernmental literary magazines and newspapers in China and around the world:
1. Geographical: all over the world, and throughout Mainland China, especially in the Southeastern coastal areas and the two Lake Region.
2. Platform: originated in the net, receive paper submission through web forums, in addition to emails, and extending its influence into traditional paper media.
3. Characteristics: nongovernmental magazines and newspapers.
4. Contents: purely literature, with a focus on modern poetry.
5. First Issue: the earliest one being 1995, mostly in the years of 2005 and 2006.
6. Frequency: mostly irregular, from bi-monthly to biannually, with quarterly to biannually being the majority.
