蓄水于库，不如蓄水于山；蓄水于山，方能蓄水于天。鲧堵河治水而败，禹开河治水而成，是懂因势利导之理。都江堰无坝引水逾两千多年而惠至今日天府之国，也是李冰父子懂了治水之哲理。今人治水，远逊古人。
