字馨吾，浙江吴兴人。少年入上海广方言馆就读。1888年戊子科以算学中举人。1890年随薛福成出国，任驻英国使馆翻译学生，继升随员，三年期满后任驻美国使馆参赞。1896年任驻俄国使馆参赞。1902年2月，任代办使事；同年7月以三品卿衔派充出使俄国钦差大臣。1907年9月，内调外务部右丞。1908年3月任使日本钦差大臣。1910年派兼任海牙国际法院中国委员；5月再度内调升外务部右侍郎；7月迁左侍郎，兼税务大臣帮办。1911年10月，任袁世凯内阁外务部大臣副大臣署理外务部大臣。1912年3月底，北京政府任命为税务处督办，唐绍仪内阁外交部次长；1912年11月任驻法国公使兼驻西班牙、葡萄牙全权公使。1914年起，专任驻法国公使。1920年9月，任驻日本公使。1922年6月，免职回国待命，改派为毛革改良会会长，三个月后改任外交部太平洋会议善后委员会理事。1926年3月，出任贾德耀内阁外交部总长，兼关税特别会议全权代表；4月兼署国务总理并摄行临时执政。1927年1月任顾维钧内阁内务部总长；6月代理国务总理；11月任平政院院长及高等文官惩戒委员会委员长。1918-1928年四次连任海牙国际法院常设仲裁法院仲裁员。1933年11月24日病逝于北平。终年70岁。

Wellington Koo in January 1927 the Cabinet appointed Chief Minister of the Interior; June Deputy Prime Minister; November Renping Zheng Dean and higher civil service disciplinary committee chairman. 1918-1928 International Court of Justice in The Hague, four re-elected the Permanent Court of Arbitration arbitrator.
